2018 JUNE 13 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 2 - <br />Special Meeting held on the above-given date at 6:04 p.m. in the Council Chamber of City Hall, <br />with Mayor DeLaRosa presiding. <br /> <br />FLAG SALUTE: Mayor DeLaRosa <br /> <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were Toro, Cisneros, Navarro, González, Mayor Pro Tem Woods, <br />Suchil, and Mayor DeLaRosa. <br /> <br />STAFF PRESENT <br />City Manager Smith, City Attorney Martinez, and City Clerk Padilla. <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />JUNE 13, 2018. <br /> <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict <br />of interest pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings <br />attended at the expense of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />DISCUSSION ITEMS <br /> <br />(1) Provide staff direction for impending Measure D sunset. <br /> <br />Staff Presentation <br />Stacey Dabbs presented for Council consideration with the assistance of a PowerPoint <br />presentation and concluded that City Council provide staff direction for impending Measure D <br />sunset: <br /> <br />UTILITY USER’S TAX (UUT) <br /> Percentage tax based on utility consumption (Electric, Water, Sewer, Refuse, Gas, <br />Telephone, Wireless, Cable). <br /> Prior UUT <br /> Challenges <br /> Proper administration of a UUT is staff intensive <br />PERMANENT INCREASE TO GENERAL FUND TRANSFER (GFT) <br /> Effectively similar to a UUT with some differences <br />Included in Electric Utility Rate and affected by consumption of electricity <br />Less exposure to regulatory changes <br /> Administratively favorable to a UUT
