2018 OCTOBER 16 CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br />Mayor DeLaRosa brought this item for discussion to obtain a consensus/possible direction to staff to further <br />maximize the Colton Utility revenues. In order to determine the possible discernment this would entail Mayor <br />DeLaRosa introduced Jas Mundra, Managing Partner of the Acentor Group. <br /> <br />Mr. Mundra gave a PowerPoint presentation: ‘ACENTOR GROUP City Benchmarking Project City of Colton, <br />California, U.S.A’. <br /> <br /> Purpose & Proposal <br /> Benefits <br /> Benchmark Project Timeline/Tasks <br />Acentor Group Profile – Experience covers large scale infrastructure projects with a view on regional <br />growth; natural gas and solar power plants; oil & gas; minerals; global relations for trade, business, and <br />investments. <br /> <br />Discussion/discernment among Councilmembers presented with clarification provided by Mr. Mundra; with <br />consensus by Council to explore addition revenues and begin discussion with Mr. Mundra of the Acentor Group <br />under the direction of City Manager Smith; including executive staff; to explore the vision of the Acentor <br />Group. <br /> <br />PUBLIC HEARINGS <br />None <br /> <br />BUSINESS ITEMS <br /> <br />(1) Potential Amendments to the Colton Municipal Code Pertaining to Regulation of Commercial Marijuana <br />Activities – Review recommendations and options forwarded by the City Council’s Cannabis <br />Subcommittee, with separate vote to support/not support each item. <br /> <br />Staff Discussion <br />Henry G. Castillo, BB&K Associate, presented for Council consideration potential amendments to the Colton <br />Municipal Code as it relates to commercial cannabis activities. <br /> <br />The two areas of potential amendments include: (1) removal of the two (2) CMPO Cap; and (2) Expansion of <br />Current Marijuana Cultivation Candidate Sites (MCCS). <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Ben Eilenberg; Gem Montes; and Gary Grossich. <br /> <br />Council Discussion <br />Discussion centered as to the need to take action before the passing of Measure U/Cannabis Taxation; to be <br />determined by the residents of the City of Colton at the November 6, 2018 Election; in conclusion by <br />Councilmembers present the item to be returned to the agenda for potential amendments to the Colton <br />Municipal Code to Regulation of Commercial Marijuana Activities at the November 20, 2018 Regular Council <br />Meeting. <br /> <br />7:35 p.m. MPT Woods left the dais for the balance of the council meeting. <br /> <br />MAYOR AND COUNCIL ORAL REPORTS AND COMMENTS <br />Comments from Mayor and Council on various issues and activities throughout the community. <br /> <br />CITY MANAGER’S REPORTS
