2016 MAY 18 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 1 - <br />CITY OF COLTON <br />CITY COUNCIL/SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY <br /> FOR THE CITY OF COLTON/COLTON UTILITY AUTHORITY/ <br />COLTON PUBLIC FINANCING AUTHORITY AND <br />COLTON HOUSING AUTHORITY <br />SPECIAL MEETING MINUTES <br /> <br />May 18, 2016 <br /> <br />A Special Meeting was held on the above given date at 5:43 p.m., in the Council Chambers of <br />City Hall, with Mayor Richard DeLaRosa presiding. <br /> <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were, Toro (appeared at 5:54 p.m.), Jorrin, Navarro, González, Bennett <br />(absent), MPT Suchil (appeared at 6:13 p.m.), and Mayor DeLaRosa. <br /> <br />STAFF PRESENT <br />City Manager Smith, and City Clerk Padilla. <br /> <br />MAYOR AND COUNCIL ITEMS <br /> <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />MAY 18, 2016. <br /> <br />GIFT DISCLOSURES <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict <br />of interest pursuant to CMC Section 2.04.030. None disclosed. <br /> <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings <br />attended at the expense of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />ACTION ITEMS <br /> <br />(1) Approve and adopt a Resolution appointing Karen Parker as Interim Human Resources <br />Manager and approving employment agreement, RESOLUTION NO. R-40-16. <br /> <br />Staff Presentation: <br />City Manager Smith presented this item for discussion and action by Councilmembers present. <br />The City is in the process of recruiting for this position as Mr. Cooper, Human Resources <br />Manager, retired recently and Council has approved the recruitment, however, under applicable <br />law, the City Council must pass a resolution that makes certain findings before it can employ a <br />CalPERS retiree on an interim basis. Recruitment for the permanent position is going a little <br />slower than liked; do not want to rush it and want to make sure there is a good candidate pool <br />and in order to provide a break between the previous incumbent and the new person approval to <br />bring Mrs. Parker as an Interim is requested. <br />
