2016 OCTOBER 18 REG CC/SARDA/CUA/CPFA/CHA MEETING 3 - <br />APPOINTMENTS <br /> <br />• District 6 - Recreation and Parks Commission – Isabel Salas <br />Mayor DeLaRosa presented for ratification the name of Isabel Salas to represent District 6 as a commissioner <br />on the Recreation and Parks Commission; no opposition by Councilmembers present; name so ratified. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Charles Vasquez, Sylvia Payan, Dr. G, Dan Flores, <br />Amador Roman, Christine Irish-Ré, Gary Grossich, David Salem, and Paul Rasso. <br /> <br />Consent Calendar <br />Item 4 – Purchase of Two New Marked Police Vehicles <br />The following community members addressed the Council: Paul Rasso. <br /> <br />Item 6 – Work Plan for South 7th St & K St General Plan & Zoning Map Amendments <br />The following community members addressed the Council: Andres Palacios, Linda Black, and Manfred Bals. <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 1 through 11. <br /> <br />Brief discussion regarding Item 6 Work Plan for South 7th St & K St General Plan & Zoning Map Amendments: <br />Council consensus by Councilmembers present as it relates to the Scope of Work, General Plan <br />Amendment/Zone Change: South 7th Street properties: Rezone all properties along 7th Street (from K Street to O <br />Street) to a mixed use zone. <br /> <br />CONSENT CALENDAR (cont’d) <br />Councilmembers present selected items for discussion and clarification by staff: CM Suchil/CM Jorrin, Item 4; <br />Mayor DeLaRosa, Item 7. <br /> <br />Motion and Second by CM Navarro/CM Jorrin to approve the consent calendar 1 through 11. <br />Vote: Motion carried with CM Bennett absent. <br /> <br />(1) Minutes – Approval of Minutes for the City Council Regular Meeting Held October 4, 2016 on File in <br />the Office of the City Clerk. <br /> <br />(2) Warrants – Approval of Payable Warrants #158564 to 158717 dated 09/29/2016 and totaling <br />$4,224,643.49; voucher numbers 158718 to 158855 dated 10/06/2016 and totaling $1,950,373.98. <br /> <br />(3) Second Reading of Ordinance No. O-18-16 - Waive Full Reading and Pass Second Reading of an <br />Ordinance of the City Council of the City of Colton amending Chapter 12.32.020 (1) of the Colton <br />Municipal Code and adding Chapter 10.50, Traffic Safety Committee, ORDINANCE NO. O-18-16. <br /> <br />(4) Purchase of Two New Marked Police Vehicles – (1) Approve the piggyback award and purchase of two <br />new Chevy Tahoe’s through Winner Chevrolet (8575 Laguna Grove Drive, Elk Grove CA) in the <br />amount of $79,317.50; (2) Approve the purchase and installation costs of the related emergency vehicle <br />equipment to West Coast Lights & Siren, Inc. in the amount of $35,256.50 for both vehicles; (3) <br />Approve the purchase of police graphics through Grafix Systems (formerly known as Cop Car <br />Graphics), an existing vendor, in the amount of $985.08 for both vehicles. <br /> <br /> <br />
