2016 OCTOBER 18 REG CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br />(5) Regulation of Butane Sales - Waive Full Reading, Read by Title only and Introduce an Ordinance of the <br />City Council of the City of Colton adding Chapter 6.25: Regulation of Butane Resale to the Health and <br />Safety Section of the City of Colton Municipal Code, ORDINANCE NO. O-19-16. <br /> <br />(6) Work Plan for South 7th Street and K Street General Plan and Zoning Map Amendments – Approve the <br />work plan and direct staff to proceed with implementation. <br /> <br />(7) Bridge Seismic Retrofit Project – (1) Approve change order No. 1 for the Bridge Seismic Retrofit <br />project to extend the contract date to December 31, 2016; (2) Approve the First Amendment to the <br />Professional Services Agreement with CHJ Consultants, Inc. for the Special Inspection, Plan Check and <br />Testing Services to increase the total amount from $24,000 to $$52,000; (3) Approve the Notice of <br />Completion and recordation for Bridge #54C-0078: BNSF Track Bridge over La Cadena Drive, Bridge <br />#54C-0384: BNSF Bridge over “C” Street; (4) Authorize the City Manager to execute the Change Order <br />No. 1 for the Bridge Seismic Retrofit Project and the First Amendment to the Professional Services <br />Agreement with CHJ Consultants, Inc. <br /> <br />(8) Clean Water State Revolving Fund – (1) Authorize Resolution R-94.16 to finance the costs of planning <br />certain public facilities and improvement relating to its water and wastewater; (2) Authorize Resolution <br />R-95-16 pledged revenue and funds requesting reimbursement of expenditures incurred prior to funding <br />by the State Water Resources Control Board for the Colton Wastewater Systems Upgrade Planning <br />Project; (3) Provide the City Manager signing authority or his designee for the Certification for <br />Compliance with Water Metering Requirements for Funding Applications, RESOLUTION NOS. R-94- <br />16, R-95-16. <br /> <br />(9) Purchase of Sodium Hypochloride – Approve additional purchases of bulk sodium hypochloride from <br />Northstar Chemicals in the amount of $50,000 and authorize the City Manager to increase the blanket <br />purchase order to Northstar Chemicals for a new total amount not to exceed $75,000. <br /> <br />(10) PERS Health Insurance Plan - Approve the nine PERS resolutions; three for the non-represented groups <br />and six for the bargaining groups that have made an election to enroll in Public Employees' Medical & <br />Hospital Care Act (PEMHCA). IBEW Electric has elected to not make the change at this time. <br />RESOLUTION NOS. R-97-16, R-98-16, R-99-16, R-100-16, R-101-16, R-102-16, R-103-16, R-104-16, <br />R-105-16. <br /> <br />(11) Colton Avenue Street Vacation – Adopt a Resolution to summarily vacate portions of a street right-of- <br />way along Colton Avenue, generally located between B Street and Mt. Vernon Avenue pursuant to <br />California Streets & Highways Code, section 8320 et seq., and determining that such vacation is <br />consistent with the City of Colton General Plan, RESOLUTION NO. R-106-16. <br /> <br />PUBLIC HEARING <br /> <br />(12) Truck Route <br /> <br />TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO WAIVE FURTHER <br />READING, READ BY TITLE ONLY AND INTRODUCE ORDINANCE NO O-20-16 OF THE CITY <br />COUNCIL OF THE CITY OF COLTON TO AMENDING CHAPTER 10 OF THE COLTON <br />MUNICIPAL CODE BY ADDING CHAPTER 10.60, TRUCK ROUTE. <br /> <br />Mayor DeLaRosa declared the Public Hearing Open. <br />
