COUNCIL MEETING <br />MARCH 15, 1994 <br />A Regular Meeting of the City Council of the City of Colton was <br />held on the above given date at 6:37 p.m., in the Council Chambers <br />of the City Hall, Mayor Gonzales presiding. <br />INVOCATION• <br />Invocation was offered by Chaplain Bob Johnson. <br />ROLL CALL• <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cook, Beltran, and Mayor Gonzales. Also present were City Manager <br />Young, City Attorney Biggs and City Clerk Ramos. <br />Item No. 38 - Police Chief <br />Upon motion by Councilmember Sandoval, seconded by Councilmember <br />Bennett, and consensus of City Council, Mayor Gonzales advanced <br />Item No. 38, for discussion. <br />City Manager Young reported that on March 10, 1994, Acting Chief <br />Bernie Lunsford had submitted a written request for terminating his <br />assignment as Acting Police Chief for personal reasons and asked to <br />be returned to his former position. City Manager Young indicated <br />that after he had contacted and interviewed all of the personnel <br />next in line, that Lieutenant Steve Cabral had agreed to accept <br />appointment of the Acting Chief position until such time as a <br />permanent replacement had been selected. <br />Captain Bernie Lunsford read a statement in rebuttal. <br />Councilmember Bennett described a recent hurtful and intimidating <br />experience she suffered at the hands of a colleague, purportedly a <br />friend, who demanded that she change her position on this matter. <br />She voiced a strong opposition to this appointment, not against the <br />person, but against the manner in which the appointments have <br />evolved. She cautioned that the appointee would be set up for <br />failure because he would not have the department's support. She <br />believed that the appointee would do "one heck of a job" under <br />ordinary circumstances. <br />Posing questions of Captain Lunsford were Councilmembers Sandoval, <br />Rios and Beltran with comments from City Manager Young and Mayor <br />Gonzales. <br />1 <br />%AR 15 1994 <br />
