COUNCIL MEETING MARCH 15, 1994 A Regular Meeting of the City Council of the City of Colton was held on the above given date at 6:37 p.m., in the Council Chambers of the City Hall, Mayor Gonzales presiding. INVOCATION• Invocation was offered by Chaplain Bob Johnson. ROLL CALL• Councilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, Beltran, and Mayor Gonzales. Also present were City Manager Young, City Attorney Biggs and City Clerk Ramos. Item No. 38 - Police Chief Upon motion by Councilmember Sandoval, seconded by Councilmember Bennett, and consensus of City Council, Mayor Gonzales advanced Item No. 38, for discussion. City Manager Young reported that on March 10, 1994, Acting Chief Bernie Lunsford had submitted a written request for terminating his assignment as Acting Police Chief for personal reasons and asked to be returned to his former position. City Manager Young indicated that after he had contacted and interviewed all of the personnel next in line, that Lieutenant Steve Cabral had agreed to accept appointment of the Acting Chief position until such time as a permanent replacement had been selected. Captain Bernie Lunsford read a statement in rebuttal. Councilmember Bennett described a recent hurtful and intimidating experience she suffered at the hands of a colleague, purportedly a friend, who demanded that she change her position on this matter. She voiced a strong opposition to this appointment, not against the person, but against the manner in which the appointments have evolved. She cautioned that the appointee would be set up for failure because he would not have the department's support. She believed that the appointee would do "one heck of a job" under ordinary circumstances. Posing questions of Captain Lunsford were Councilmembers Sandoval, Rios and Beltran with comments from City Manager Young and Mayor Gonzales. 1 %AR 15 1994
