COUNCIL MEETING <br />NOVEMBER 15, 1994 <br />A Regular Meeting of the City Council of the City of Colton was <br />held on the above given date at 6:30 P. M., in Council Chambers as <br />duly noticed, Mayor Gonzales presiding. <br />INVOCATION• <br />Invocation was offered by Chaplain Manny Orio. <br />ROLL CALL: <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cook, Beltran, and Mayor Gonzales. Also present were City Manager <br />Martinez, City Attorney Biggs and City Clerk Ramos. <br />AGENDA REVIEW: <br />Councilmember Bennett requested that Agenda Items Nos. 3, 4, 5, 6, <br />8 and 15 are pulled for discussion. <br />Agenda Items Nos. 3. 4, 5 & 6 <br />In response to Councilmember's inquiry as to what project these <br />bids related to, Electric Utility Director Clarke stated that they <br />were all tied to improvements on the west side for the transmission <br />substation and service to the new hospital. He said these bids <br />were more related to the southern portion of that project which <br />runs along Agua Mansa and the southern end of the cement plant and <br />all being tied to coincide with service requirements of the RIX <br />facility. <br />Councilmember Bennett said she was concerned the City does not have <br />a signed MOU from the County regarding the Hospital and the Council <br />would be indebting the City over $20 million. The Council does not <br />have an idea of exactly where City stands in its finances. The <br />City does not know what its credit rating is. City Council does <br />not know how much further down this may take us. She accepted <br />City Manager Martinez' offer to provide more information within two <br />weeks. <br />Councilmember Rios asked for the projected date where the MOU would <br />be signed? Director Clarke did not know. He said there were <br />provisions that the City has put into it and the only hold-up <br />NOV 16 1994 <br />
