CITY COUNCIL ADJOURNED REGULAR MEETING AND JOINT MEETING WITH THE CIVIL SERVICE COMMISSION MEETING MINUTES JULY 13, 1999 In accordance with notice duly and legally given, an Adjourned Joint Regular Meeting of the City Council for the City Colton and the Civil Service Commission of the City of Colton was held on the above given date at 6:35 p.m., in the Council Chambers of City Hall, 650 North La Cadens Drive, Mayor Pro Tempore Bennett and Chairperson Lopez presiding. JOINT MEETING WITH THE CIVIL SERVICE COMMISSION CITY COUNCIL ROLL CALL: Councilmembers present were Grimsby, Cook, Chastain (appeared on the dais at 6:37 p.m.), DeLaRosa, and Mayor Pro Tempore Bennett. Mayor Gaytan absent. Also present were City Manager Garcia and City Clerk Barrera. CIVIL SERVICE COMMISSION ROLL CALL: Commissioners present were Norman, Longfield, Albiso, and Chairperson Lopez. Commissioner Campos, Botello, and Gasca absent. Also present were Dennis Morris, Human Resource Director/Facilitator and Vicki Porter, Secretary. PUBLIC COMMENT: The period for Public Comment was closed, as there were no requests to speak. JOINT STUDY SESSION: Amendment of Personnel System Rules & Regulations and Civil Service System — Director Morris made a brief presentation and opened for discussion and consideration the update and amendment of Resolution No. 2240 "Personnel System Rules & Regulations and the Amendment of Ordinance No. 1122 "Civil Service System." Open discussion with Councilmembers, Commissioners, and staff that included the following: Commissioner appointments; employee demotions; what constitutes a Quorum; Competitive Service; Examination; Violation of Rules; Types of Appointment; Announcements; and enforcement when violations occur. I
