CITY OF COLTON <br />CITY COUNCIL REGULAR MEETING MINUTES <br />OCTOBER 17, 2000 <br />Regular Meeting held on the above -given date at 6:10 P. M., in the Council Chambers of City <br />Hall, with Mayor Pro Tempore Bennett, presiding. <br />FLAG SALUTE: <br />City Treasurer Williams led the Pledge of Allegiance. <br />INVOCATION <br />Chaplain Kim Starr led the invocation. <br />ROLL CALL: <br />PRESENT <br />CM James B. Bennett <br />STAFF PRESENT <br />City Manager Garcia City Attorney Carvalho <br />City Clerk Barrera <br />CEREMONIAL MATTERS: <br />Presentations, Awards, Proclamations <br />➢ Proclamation - Employee Recognition for Acts of Heroism: Rebecca Corona, Recreation <br />Leader for Parks, Recreation and Family Services Department, and Brian Clements, <br />Maintenance Worker II for Public Works Department. <br />➢ Proclamation - Help People with Mental Retardation, October 20 to October 22, 2000 <br />presented to Knights of Columbus, Council 4017. <br />➢ Proclamation - Veterans Day, November 11, 2000, presented to American Legion Post 155. <br />ORDINANCE: <br />PERS Contract/Safety/Police <br />Inquiry was made regarding the reason for "urgency" passage of the proposed ordinance and the <br />absence of fiscal impact in the instant report. City Attorney Carvalho explained "urgency" versus <br />first/second reading process. She reported that the "urgency" status arose by way of prior <br />Council action and potential retirements. The state agency (PERS) established filing requirements <br />and to ensure the timely hiring of safety personnel, to maintain the City's safe environment, Staff <br />submitted the "urgency" document.
