Definition of Terms. <br />1. As used in this ordinance, the term "sign" refers to <br />ny sign, placard, or other display, whether fixed or moveable. <br />2. As used in this ordinance, the term "outdoor adver- <br />ising sign" refers only to any rigidly assembled sign, display, <br />r device permanently attached to the ground or permanently at - <br />ached to a building or other inherently permanant structure that <br />irects attention to a business, commodity, service, entertain- <br />ent or attraction sold or offered for sale to the public. <br />3. As used in this ordinance, the term "outdoor adver- <br />ising structure" refers to any rigidly assembled sign, display, <br />r device permanently affixed to the ground or permanently at - <br />ached to a building or other inherently permanent structure. <br />B. Intent and Purpose. <br />1. The purpose of Section 18.24.040 is to reduce hazards <br />o pedestrians and motorists and to preserve and improve the ap- <br />earance of the City of Colton. <br />2. Signs and outdoor advertising signs are to be controll- <br />d so as to minimize their tendency to compete excessively with each <br />ther and with the desired character of the area. Through reason- <br />ble design criteria, signs are to be prevented from distracting <br />nd dominating the setting through their height, shape, size, number <br />olor, lighting and movement. <br />3. Sign standards are to assure the applicant that all <br />ther establishments are similarly restricted. The applicant is <br />o be protected against overpowering advertising structures from <br />ompetitors and/or adjacent properties in the area. <br />C. Approval of Development Review Committee Required. <br />The committee shall approve the placement of all signs with <br />n the City. In reviewing signs, the committee shall be guided by <br />he following criteria: <br />
