1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27' <br />28 <br />ORDINANCE NO. 0-7-89 <br />AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF COLTON AMENDING RESOLUTION NO. 3609, <br />ORDINANCE NO. 1629, AND SECTIONS 13.16.025 <br />THROUGH 13.16.060 OF THE COLTON MUNICIPAL CODE <br />ESTABLISHING SEWER SERVICE CHARGES, WASTEWATER CAPACITY <br />CHARGES, AND WASTEWATER DISCHARGE PERMIT FEES <br />WHEREAS, the City of Colton operates a the Colton Wastewater <br />Treatment Plant (Treatment Plant) which is under a permit adopted by the <br />California Regional Water Quality Control Board; and <br />WHEREAS, this permit requires the City to meet certain <br />requirements with respect to Treatment Plant capacity and treatment <br />levels; and <br />WHEREAS, the City's engineering consultant, Krieger & <br />Stewart, has prepared and the City Council has adopted, a Wastewater <br />System Master Plan (Master Plan) dated December 1987 and revised August <br />1988. Said Master plan addresses the impacts of future development on <br />existing public wastewater facilities, describes the Colton Wastewater <br />Treatment Plant Service Area and the public wastewater facilities <br />required to serve new development, and includes estimated costs for those <br />facilities; and <br />WHEREAS, the City of Colton is participating in a Santa Ana <br />Watershed Project Authority (SAWPA) project to construct a regional <br />tertiary treatment facility; and <br />WHEREAS, SAWPA's engineering consultant, Metcalf & Eddy, has <br />prepared a Facilities Plan for Regional Tertiary Treatment for San <br />Bernardino and Colton (Facilities Plan) dated December 1988 which <br />describes public wastewater facilities which are needed to treat <br />
