1 <br />2 ORDINANCE NO. 0-16-91 <br />3 <br />ORDINANCE OF THE CITY OF COLTON APPROVING ENTERING <br />4 INTO OF TWO SEPARATE TRANSMISSION SERVICE CONTRACTS <br />5 <br />WHEREAS, pursuant to the provisions relating to the joint <br />6 I <br />exercise of powers found in Chapter 5 of Division 7 of Title 1 of <br />7 <br />8 the government code of the State of California, as amended ( the <br />9 "Joint Powers Act"), the City and certain other public agencies <br />10 created pursuant to the laws of the State of California <br />11 (collectively, the "Members"), have entered into a Joint Powers <br />12 Agreement, as amended (the "Agreement"), creating the Southern <br />13 California Public Power Authority (the "Authority"), a public_ <br />14 entity separate and apart from the Members; and <br />WHEREAS, the Authority proposes to enter into the <br />15 <br />16 composite Development Agreement for Mead -Phoenix Project and Mead - <br />17 Adelanto Project (the "Composite Development Agreement") relating <br />18 to two projects to provide for the transmission of electrical <br />19 energy; one project is to consist of an AC transmission line <br />20 extending from a new substation ("Marketplace Substation") to be <br />21 constructed adjacent to the existing McCullough Switching Station <br />22 near Las Vegas, Nevada, to the existing Westwing Substation in the <br />23 Phoenix, Arizona, area, together with associated facilities (the <br />24 "Mead -Phoenix Project"); and the other project is to consist of an <br />25 AC transmission line extending from Marketplace Substation to the <br />26 existing Adelanto Switching Station in the Adelanto, California <br />27 area, together with associated facilities (the "Mead-Adelanto <br />28 Project"); and <br />WHEREAS, in accordance with the Agreement and the Joint Powers <br />1 <br />
