1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />17 <br />18 <br />19 <br />20 <br />21 <br />URGENCY ORDINANCE NO. 0-11-99 <br />AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ADOPTING BY REFERENCE THE 1998 EDITION OF <br />THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA <br />CODE OF REGULATIONS, TITLE 24) INCORPORATING THE 1997 <br />UNIFORM BUILDING CODE, VOLUMES 1, 11 AND 111, THE 1997 <br />UNIFORM MECHANICAL CODE, THE 1997 UNIFORM PLUMBING <br />CODE, THE 1996 NATIONAL ELECTRICAL CODE, CERTAIN <br />AMENDMENTS, ADDITIONS AND DELETIONS THERETO; <br />ADOPTING BY REFERENCE THE 1997 UNIFORM SIGN CODE, THE <br />1997 UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS <br />BUILDINGS, THE 1997 UNIFORM ADMINISTRATIVE CODE, THE <br />1997 UNIFORM SWIMMING POOL, SPA AND HOT TUB CODE, THE <br />1997 UNIFORM CODE FOR BUILDING CONSERVATION AND THE <br />1997 UNIFORM HOUSING CODE; REPEALING ORDINANCE NO. 0-19- <br />95; AND DECLARING THE URGENCY THEREOF <br />WHEREAS, California Government Code Section 50022 et seq. authorizes the City to <br />by reference the California Building Standards Code (California Code of Regulations, Title 24) <br />certain uniform codes, including the 1997 Uniform Building Code ("UBC"), the 1997 Uniform <br />Code ("UMC"), the 1997 Uniform Plumbing Code ("UPC"), and the 1996 National Electrical <br />("NEC"), and authorizes the City to adopt other uniform codes including the 1997 Uniform Sign <br />Code, the 1997 Uniform Code for the Abatement of Dangerous Buildings, the 1997 Uniform <br />Code, the 1997 Uniform Swimming Pool, Spa and Hot Tub Code, the 1997 Uniform Code <br />Building Conservation and the 1997 Uniform Housing Code; and <br />WHEREAS, California Health & Safety Code Section 17958.5 authorizes cities to adopt <br />California Building Standards Code with modifications determined to be reasonably necessary <br />of local climatic, topographic or geologic conditions; and <br />2311 WHEREAS, the City of Colton desires to adopt the California Building Standards Code <br />adopted by the State of California Building Standards Commission in Title 24 of the California Code <br />Regulations (collectively `the Codes'), with necessary amendments to assure the Codes are tailored to <br />particular safety needs of the City of Colton as required by its unique climatic, topographic and <br />conditions; and <br />2811 WHEREAS, California law provides that the failure of the City to adopt and have the <br />
