1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Resolution No. R- 57-93 <br />A Resolution of the City Council of the City of <br />Colton relating to the abatement of structure(s) <br />and property nuisances. <br />WHEREAS, the City Council of the City of Colton finds that the incidence <br />of dilapidated structures and property is detrimental to the public health, safety and <br />general welfare by creating blight, devaluing property and detracting from the sense <br />of community enjoyed by residents of Colton; and <br />WHEREAS, this Council further finds and determines that abatement of <br />such conditions will enhance the appearance, benefit and enjoyment of properties in <br />the City and appreciate the values and appearance of neighboring properties; and <br />WHEREAS, this Council finds that a comprehensive Code Enforcement <br />Program is essential to maintain the health, safety and welfare of the citizens of <br />Colton; and <br />WHEREAS, Article XI, Section 7 of the California constitution confers <br />upon cities the power to make and enforce with limits all local police, sanitary and <br />other ordinances not in conflict with general laws; and <br />WHEREAS, Sections 3479 and 3480 of the Civil Code, Section 370 of <br />the Penal Code, Chapter 18.56 of the City's Municipal Code, and Section 302 of <br />Chapter 3 of the latest edition of the Uniform Code for the Abatement of Dangerous <br />Buildings defines a public nuisance as anything constituting a hazard to life or <br />property, or in relation to an existing use, constitutes a hazard to safety, health or <br />public welfare by whatever cause occurring, including acts of God or nature; and <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Colton that public nuisances include, however are not limited to, the following: <br />
