R-65-98 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON REGARDING HELISTOPS AT <br />THE ARROWHEAD REGIONAL MEDICAL CENTER <br />WHEREAS, the County of San Bernardino ("County") has approved the construction of <br />the County Medical Center Replacement Project, now more commonly known as the Arrowhead <br />Regional Medical Center ("Medical Center"); <br />WHEREAS, the Medical Center, which includes helistops with landing areas for helicopters <br />providing emergency transportation, was environmentally reviewed, resulting in the adoption of an <br />Environmental Impact Report by the County on or about August 12, 1991 and the filing of a <br />Notice of Determination on or about August 16, 199 1 ; <br />WHEREAS, no further environmental review is required and a Notice of Exemption has <br />been filed pursuant to the California Environmental Quality Act; <br />WHEREAS, the Medical Center is located on approximately 70 acres of County -owned <br />land within the jurisdictional boundaries of the City, and has a common address of 1500 West San <br />Bernardino Avenue (400 North Pepper when opened), <br />WHEREAS, three (3) helistops will be located on the northeast corner of the Medical <br />Center property in order to decrease patient transportation response times and enhance patient care <br />when medical emergencies arise; <br />WHEREAS, no helicopters will be stored, based or repaired at the Medical Center, and no <br />fuelin or fuel storage will occur there; <br />9 <br />WHEREAS, Public Utilities Code Section 21661.5 requires the City Council to make <br />certain determinations with respect to the helistops before the County may obtain a permit from the <br />Division of Aeronautics of the California Department of Transportation to operate the helistops,- <br />WHEREAS, Public Utilities Code Section 21661.5 first provides that the City Council in <br />which a proposed helistop will be located must approve the plans for the construction of the <br />helistop, <br />WHEREAS, Public Utilities Code Section 21661.5 also provides that the local agency with <br />airport land use authority in the County in which the proposed helistop will be located must <br />approve the use of the land as a helistop; <br />WHEREAS, Colton has land use authority with respect to helistops and other airports <br />within its jurisdiction because the County dissolved its airport land use commissions in 1993; <br />RVPUB\DRD\42888 <br />
