R-98-22 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AUTHORIZING THE ACCEPTANCE OF GRANT AWARD FROM THE <br />DEPARTMENT OF TOXIC SUBSTANCE CONTROL AND AMEND THE <br />FY2022-23 BUDGET IN THE AMOUNT OF $280,000 <br />WHEREAS; On March 1, 2022, the City Council authorized the grant writing. semeesi <br />from Blais..& Associates to apply for the California Environmental Protection Agency Equitable <br />Community Revitalization Grant (ECRG) through. the Department of Toxic Substance Control) <br />(DISC), and; <br />WHEREAS, The City of Colton applied for the funding to mitigate a land use covenant <br />the City .owned property, Assessor Parcel Number (APN) 163-041-38 located at the City' <br />corporate yard <br />WHEREAS, On July 12022, DTSC contacted the City of Colton as. the. selected i <br />grantee for the Equitable Community Revitalization Grant (ECRG) in the amount of $280,000, and; <br />WHEREAS, The City of Colton has been working on a preconstruction design for a future <br />Zero Net Energy (ZNE) Public Works. and Utilities building in the current location of 160 S. 10d' <br />Street. During the initial Geotechnical request for bids (RFP) a land covenant/deed restriction was <br />discovered on Assessor Parcel Number 163-041-38 in the City yard, and;. <br />WHEREAS, Phase.I Environmental has been completed for this location. The grant. fund <br />award will. pay for Phase lI Environmental .Site. Assessment: Upon completion, this will make the <br />City eligible for future Environmental Cleanup grants if required after Phase II investigation. The <br />result of Phase II can either have the covenant removed or mediate the issue to have future <br />greenspace usability as the project proceeds, and; <br />WHEREAS, In the Fiscal Year budget, 2023 Colton Electric Division.. (CED) will increase <br />revenues in account 520-1821-000 by accepting the grant award of $280,000 and increase <br />appropriations in CEDs expenditure account. 520-8000-8001-38.90-0107-000 (Capital <br />Improvement). <br />NOW, THEREFORE, the City Council of the City of Calton, State of California do hereby <br />resolved as follows: <br />SECTION L Approve.
