R-105-23 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br /> ADOPTING AN UPDATE TO THE COLTON CLIMATE ACTION PLAN, <br /> 3 <br /> IDENTIFYING MEASURES TO REDUCE GREENHOUSE GAS (GHG) <br /> 4 EMISSIONS UNDER THE CITY'S JURISDICTIONAL CONTROL AND <br /> MAKING RESPONSIBLE AGENCY FINDINGS PURSUANT TO CEQA <br /> 5 (FILE INDEX NO.DAP23-0027) <br /> 6 <br /> 7 WHEREAS, the analysis and reduction of greenhouse gases (GHG) emissions is required by <br /> 8 certain Federal and State regulations, including Executive Order S-3-05 (Greenhouse Gas Emission <br /> Targets), Assembly Bill (AB) 32 (the California Global Warming Solutions Act), Executive Order S-3- <br /> 9 <br /> 08 (Climate Adaptation and Sea Level Rise Planning Directive), Senate Bill 375 (Regional <br /> 10 <br /> Transportation Plan and Sustainable Communities Strategy); and <br /> 11 <br /> 12 <br /> WHEREAS, in compliance with the above legislation, the City of Colton ("City") participated <br /> 13 with the San Bernardino Associated Governments (SANBAG) and 20 other jurisdictions in the region in <br /> 14 the development and adoption of the San Bernardino County Regional GHG Reduction Plan ("Regional <br /> 15 Plan"), components of which were adopted by the City on November 3, 2015 as the City of Colton <br /> 16 Climate Action Plan("2015 CAP"); and <br /> 17 <br /> 18 WHEREAS, in 2016, the California Legislature expanded upon AB 32 with Senate Bill (SB) <br /> 19 32,which mandates a 40%reduction in GHG emissions levels by 2030; and <br /> 20 <br /> 21 WHEREAS, in compliance with the revised GHG emission targets contained in SB 32, City of <br /> 22 Colton ("City") participated again with the San Bernardino Council of Governments (SBCOG) and 24 <br /> other jurisdictions in the SBCOG region in the development and adoption of the San Bernardino County <br /> 23 <br /> Regional GHG Reduction Plan Update ("Regional Plan Update"), which was adopted by SBCOG Board <br /> 24 <br /> of Directors on June 14, 2023; and <br /> 25 <br /> 26 <br /> WHEREAS, SBCOG prepared and certified a Programmatic Environmental Impact Report <br /> 27 (EIR) for the Regional Plan, and prepared an Addendum to the EIR which analyzed the environmental <br /> 28 <br />
