HUTTON, PUBLIC WORKS DIRECTOR e -� �C'/� <br />SUBJECT: RECOMMENDATION FOR AWARD OF CONTRACT TO LOWEST RESPONSIBLE <br />BIDDER FOR THE 2000-2001 PAVEMENT REHABILITATION PROJECT - PHASE It <br />DATE: MARCH 26, 2001 <br />BACKGROUND: <br />Capital Improvement Project funding is approved each year (or every 2 years) as a part of the Annual <br />Budget. Funding is derived from Measure I sources, Gas Taxes, Traffic Impact Fees and Host City <br />Fees. <br />Over the course of the last two years, extensive coordination between the Public Works Engineering <br />Division and the Utilities WateriWastewater Division has taken place on several past projects and current <br />proposed projects generated by each of the departments for work throughout the City. This coordination, <br />combined with a visual inspectiontmeasurement of each of the streets, a review of the state -mandated <br />IMS (infrastructure Management Systems) program, citizen requests, and Council input established the <br />criteria and basis for selection of the streets included in the 2000•-2001 Pavement Rehabilitation <br />Project — Phase A The streets selected for this Project, and the funding sources for the project, were <br />approved at the CIP Budget Workshops of February 13, 2001 and February 20, 2001. <br />DISCUSSIONIANALYSIS; <br />The 2000-2001 Pavement Rehabilitation Project — Phase H consists of rehabilitation, via various <br />methods, of approximately 840,000 square feet of existing streets. A portion of the streets included are <br />those which have had work completed by Contractors under contract to the Utilities Department, <br />Water0astewater Division; rehabilitation of these streets (Bryton, Bryn Mawr and Norman Road) will be <br />funded by the Utilities Department_ <br />Bid Opening for the 2006-2001 Pavement Rehabilitation Project — Phase H was held on March 25, <br />2001; five Bid Proposals were submitted and are listed below in ranking order: <br />1. <br />Matich Corporation. <br />$459,459.04 <br />2. <br />All American Asphalt <br />$529,669.28 <br />3. <br />Laird Construction Co., Inc <br />$543,105.28 <br />4. <br />Vance Corporation <br />$561,433.19 <br />5. <br />E. G. Holmes Co. <br />$605,193.23 <br />All Bid Proposals were reviewed for content and compliance with the Contract Documents and <br />Specifications and all were found to be complete, with all required attachments included. The accuracy of <br />the Extended Total for each Bid Item, and the Total Amount Bid, was verified for each Bid Proposal <br />submitted. <br />The Lowest Responsible Bidder was Matich Corporation, Inc., with a Total Amount Bid of <br />$4J,429.00. <br />i <br />Page 1 of 2 Item #7 <br />
