<br />REGULAR MEETING MINUTES
<br />JUNE 05, 2001
<br />Regular Meeting held on the above -given date at 6:16 P. M., in the Council Chambers of City
<br />Hall, with Mayor Bennett, presiding.
<br />Assistant City Manager Daryl Parrish led the Pledge of Allegiance.
<br />Shirley Gordon led the invocation.

<br />CEREMONIAL MATTERS:
<br />Presentations, Awards, Proclamations
<br />➢ Parks, Recreation & Family Services Director Kenny introduced the Department's Recreation
<br />Services Manager, Bill Smith, who will be on the job on lune 11, 2001.
<br />➢ School Board Member David Zamora introduced Ginger Witt who presented the Colton Joint
<br />Unified School District Knowledge Bowl Speech Winners: Samantha Gardner, Omar Varela
<br />and Elizabeth Sudian.
<br />➢ Certificate of Recognition was presented to Employee Jo Gale, Redevelopment Agency Office
<br />Specialist 11, for her good deed.
<br />Certificates of Recognition were presented to the Colton High School Girls Softball Team,
<br />third year league champions: Britmey Roque, Roz Rios, Bianca King, Erin Espinoza, and
<br />Shannon Garcia.

<br />➢ Proclamation honoring the many years of distinguished service and her retirement was
<br />presented to Mrs. Esperanza Gallardo, creator of the Ballet Folklorico.
<br />ORDINANCE:
<br />First Reading, At Will Employment, Department Heads:
<br />City Attorney Carvalho provided background to City Manager's recommendation to changes to
<br />the "at will" employment of department heads.
<br />CM Chastain was absent from her place at the dais from 6:55 P. M. to 6:58 P. M.
<br />MOTIONIVOTE: Motion/second by CM DeLaRosa/Ramos to waive full reading and pass first
<br />reading of ORDINANCE NO. 0-07-01, adding Section 2.48.140 to the Colton Municipal Code
<br />relating to exceptions to the Civil Service System. Motion carried with CM Sanders absent.
<br />Second Reading, Fire Safety Employees, PERS Amendment:
<br />MOTIONNOTE: Motion/second by CM Chastam/DeLaRosa to waive full reading and pass
<br />second reading of ORDINANCE NO. 0-06-01, authorizing an amendment to the contract
<br />between the City Council of the City of Colton and the Board of Administration of the California
<br />Public Employees' Retirement System. Motion carried with CM Sanders absent.
<br />The following -named citizens addressed the City Council: John Longfield, Marlene Diedrich,
<br />Ann Kolman, Jimmy Babacos and Alisio Rio Lozano.

<br />Member Comments:
<br />The following topics were addressed by the Members: Softball team players, guard rail installed,
<br />city manager appointment, folklorico dancers, speech winners, community events, City
<br />negotiating to pull out of IVDA, meeting with legislators in Sacramento, SB 910 regarding
<br />housing, vehicle license fee, neighborhood meetings, alleys, graffiti, commission information
<br />handbook, Operation Y.E.S., Juvenile Diabetes Foundation's Walk to Cure Diabetes, consensus
<br />of Council obtained to oppose Assembly Bill 934, Reche Canyon Elementary School's letter
<br />requesting an after-school activities program, citizen's letter regarding dry grass, weeds and
<br />homes in need of repairs, Colton High School Principal's letter regarding partnering, citizen's
<br />letter regarding occupancy ordinance and back -filling issue.
