CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF JANUARY 17, 2006
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., CITY ENGINEER
SUBJECT: APPROVE ATTACHED AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT WITH FRACO
ENTERPRISES, INC. TO INCORPORATE DESIGN WORK ON
HUNTS LANE FOR THE WASHINGTON AND RECHE
CANYON REALIGNMENT PROJECT, INCREASING THE
ORIGINAL DESIGN AGREEMENT AMOUNT BY $67,544.
DATE: January 09, 2006
BACKGROUND:
Reche Canyon and Hunts Lane connect to Washington Street at "T' intersections approximately
700 feet apart. Washington Street is an East/West, four -lane roadway with two lanes in each
direction. Both Reche Canyon and Hunts Lane are two lane roads connecting at Washington Street
at offset signalized intersections in a North/South direction.
Two components of improvements are proposed along Washington Street between Reche Canyon
and Hunts Lane. The first component is at the intersection between of Reche Canyon and
Washington Street. The improvement to this intersection will modify the existing intersection
geometry to create two northbound left turn lanes by converting the existing northbound shared
left/right lane to an exclusive northbound left turn lane, add a free northbound right turn lane from
Reche Canyon to Washington Street and an additional eastbound right turn lane from Washington
street to Reche Canyon, all within the existing right of way. Modification of the existing signal at
this intersection will also be needed.
The second component of the proposed improvement will add two additional east bound lanes
between Reche Canyon and Hunts Lane, and modify the eastbound left turn lane at Washington
Street and Hunts Lane with potential signal modification at this intersection. The City is in
negotiations with Montecito Cemetery to acquire necessary right-of-way that would allow the
realignment of Reche Canyon Road to align with Hunts Lane.
The proposed additional scope of work includes realigning approximately 1,200 feet of Reche
Canyon south of Washington Street while maintaining the old alignment, thus forming a Split Y on
the road. The proposed Reche Canyon alignment will intersect at Hunts Lane. This will necessitate
a traffic signal modification and new traffic signals to accommodate the new traffic movements at
that new intersection, as well as additional striping to accommodate the expected traffic movements
on the new and old alignments.
