VERNON <br />AVENUE REHABILITATION PROJECT; APPROVE <br />RESOLUTION AMENDING THE CAPITAL IMPROVEMENT <br />PROGRAM (CIP) FOR FISCAL YEAR 2006/2007 TO INCLUDE <br />CDBG PROJECT 104-29124/2571 AND INCREASE THE CIP <br />BUDGET FOR FISCAL YEAR 2006/2007 IN THE AMOUNT OF <br />$452,600. <br />DATE: AUGUST 7, 2006 <br />BACKGROUND: <br />3-5 Comprehensive Storm Drain Street Rehabilitation Project is a CDBG (Community <br />Development Block Grant) project intended for the improvement of West Valley Boulevard. The <br />scope of work for this project includes: 2" grind and rubberized asphalt overlay, striping, <br />replacement of a damaged traffic signal loop detector, and reconstruction and widening of the <br />concrete cross gutter located at the intersection of Valley Boulevard and Meridian Avenue. The <br />project location begins at the west County limit (east of Hermosa Avenue) to 400 feet west of <br />Meridian Avenue. Also included in the scope of this project is improvement of the deteriorated <br />roadway at the vicinity of the Rancho Avenue and Valley Boulevard intersection. <br />Mt. Vernon Rehabilitation Project is a Measure I funded project. This project will rehabilitate <br />Mt. Vernon Avenue from Santo Antonio Drive to the railroad bridge north of `M' Street. This <br />project will grind 2" of the existing roadway and overlay with rubberized asphalt. In addition, <br />the project will restripe the improved roadway and replace a damaged traffic signal loop <br />detector. <br />ANALYSIS/DISCUSSION: <br />Engineering staff has prepared the plans, specifications, and estimate for this Project. The <br />Project is ready for the bidding process. To ensure a wide range of potential bidders are reached the <br />City will advertise in local newspapers and `plan houses' where contractors can view the Project's: <br />plans, specifications and documents; this is the process depicted by the City's purchasing ordinance <br />0-12-03, Section 3.08.090 (d) and 3.08.090 (e). The fiscal year 2006/2007 Capital Improvement <br />Program (CIP) has been amended to include the Mt. Vernon Rehabilitation Project, the attached <br />
