to <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />IQ 1111 SoMe[M 02001WIMIS <br />AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, <br />AMENDING CHAPTER 6.48 TO THE COLTON MUNICIPAL CODE <br />ADOPTING THE NEW LRA FIRE HAZARD SEVERITY ZONES <br />WHEREAS, The Legislature has declared in Government Code Section <br />51175(a): "Wildfires are extremely costly, not only to property owners and <br />residents, but also to local agencies. Wildfires pose a serious threat to the <br />preservation of the public peace, health, or safety. The wildfire front is not the only <br />source of risk since embers, or firebrands, travel far beyond the area impacted by <br />the front and pose a risk of ignition to a structure or fuel on a site for a longer time. <br />Since fires ignore civil boundaries, it is necessary that cities, counties, special <br />districts, state agencies, and federal agencies work together to bring raging fires <br />under control. Preventative measures are needed to ensure the preservation of the <br />public peace, health and safety." <br />WHEREAS, Pursuant to Government Code Section 51179(a), the city is <br />required to designate, by ordinance, Moderate, High, and Very High Fire Hazard <br />Severity Zones in its jurisdiction, within 120 days of receiving recommendations <br />from the State Fire Marshal pursuant to Government Code Section 51178. <br />WHEREAS the Legislature has declared in Government Code section <br />51175, subdivision (b), that prevention of fires is not a municipal affair, but instead <br />is a matter of statewide concern; and <br />WHEREAS, pursuant to Government Code section 51179, the director of <br />CALFIRE has published maps depicting areas designated as LRA Fire Hazard <br />Severity Zones, has recommended that local agencies adopt these zones through <br />local ordinance and Government Code section 51179, subdivision (a), requires the <br />city to designate by ordinance LRA Fire Hazard Severity Zones in its jurisdiction <br />within 120 days after receiving recommendations from CALFIRE; and <br />WHEREAS the City received from CALFIRE a map titled the "LRA Fire <br />Hazard Severity Zones" dated March 24, 2025, attached hereto as Exhibit "A"; and <br />WHEREAS, the Fire Chief has reviewed the map and believes it accurately <br />represents the Very High Fire Severity Zones within the City and the City desires <br />to adopt the map; and <br />WHEREAS all provisions in any previously adopted City ordinances <br />designating Fire Severity Zones within the City of Colton's jurisdiction, are <br />superseded by the provisions of this Ordinance. <br />NOW, THEREFORE, the City Council of the City of Colton, California, <br />does ordain as follows: <br />
