ITEM #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 19, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZATION TO REJECT BID FOR AGUA MANSA ROAD <br />WIDENING AND RE -ALIGNMENT PROJECT. <br />DATE: DECEMBER 11, 2006 <br />BACKGROUND: <br />On July 18, 2006, the City Council authorized the request to solicit bids for the Agua Mansa Road <br />Street Widening and Re -alignment Project. The proposed improvements correspondent to this <br />Project will widen the road carriageway to allow for a middle left turn lane (14 foot stripped <br />median) and a shoulder alongside the southbound lane. These improvements will expand the <br />roadway, increasing the width of Agua Mansa Road, from the power plant to the Rialto Channel, to <br />measure 52 feet from curb to curb. Also included in this Project's scope of work are the following <br />improvements: curb, gutter, storm drain, signage, striping and utility relocation. These <br />improvements will not increase traffic capacity along Agua Mansa Road. <br />ANALYSIS/DISCUSSION: <br />Advertisement for public bidding of the Project was published beginning on September 6, 2006. <br />The bid opening for the Project was conducted on September 21, 2006 and six (6) firms were listed <br />on the plan holders list but only Hardy and Harper, Inc. of Santa Ana, California submitted a bid for <br />the Project. The received bid was in the amount of $1,239,970.40. <br />The original scope of this project included Colton Electric Power Plant frontage. However, at this <br />time funding for the improvements along this frontage is not available and it will be necessary to <br />revise the scope and limit of the Project. For this reason and considering that the City received only <br />one (1) bid for the Project, it is prudent to reject the bid and re -scope the project. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under Section 15301 (c) of the California <br />Environmental Quality Act (CEQA). <br />
