ITEM #15 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF MARCH 6, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER SUBJECT: AUTHORIZATION REQUEST TO SOLICIT BID FOR LAUREL ST./PAUL J. ROGERS ELEM. SCHOOL STREET IMPROVEMENT PROJECT AND DAVIS PARK BASEBALL FIELD LIGHTING PROJECT. DATE: FEBRUARY 26, 2007 BACKGROUND: Laurel Street/Dr. Paul J. Rogers Elementary School Dr. Paul Rogers Elementary School is located at 955 W. Laurel Street in northwest Colton, adjacent to Elizabeth Davis Park. The south side of Laurel Street, where the school is located, is within the City's sphere of influence. City and County staff agreed that new sidewalk and handicap ramp improvements are needed in this area. During October 2005, the City of Colton submitted a grant proposal for improvements to Dr. Paul J. Rogers Elementary School that would minimize unsafe paths to school for the children and their parents. On November 1, 2005, the County of San Bernardino Board of Supervisors awarded the City of Colton $500,000 for the improvements at Dr. Paul Rogers Elementary School. The Agreement with the County for this Grant was accepted and approved by the City Council on July 18, 2006. Of the awarded amount, $300,000 will be set aside for installation of missing curb, gutter, sidewalk, and handicap ramps and the rest of the awarded grant will be used for school and pedestrian safety improvements. Elizabeth Davis Park Elizabeth Davis Park is located in northwest Colton, adjacent to Paul Rogers Elementary School. The 6.34 acre park contains two lighted tennis courts, two softball fields, two play equipment areas, two lighted basketball courts, two horse shoe pits, one shade structure, restrooms, picnic tables and barbeques, a concession stand, bleachers, parking, large trees and turf areas. The park provides recreation and relaxation outlets for residents within the City and those that live in the unincorporated areas of Colton. In October 2005, the City of Colton applied for a grant from the County of San Bernardino to seek funding for additional improvements to Elizabeth Davis Park as suggested by the City's Comprehensive Park and Facilities Master Plan. Recognizing the need for the improvements, the County of San Bernardino awarded the City of Colton $500,000 for additional improvements. The 7/10/03 City Clerk's Office Cb
