ITEM #17 <br />REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />Redevelopment Agency Board and City Council <br />Meeting of March 20, 2007 <br />TO: Honorable Agency Chairperson and Boardmembers <br />Honorable Mayor and Councilmembers <br />FROM: Candace Cassel, Economic Development Director <br />�y <br />SUBJECT: Consideration and Approval of Redevelopment Agency <br />Resolution No. 858 and City Council Resolution approving <br />Amendment No. 3 to Santa Ana River Public Works <br />Projects Funding and Construction Management <br />Agreement. <br />DATE: March 8, 2007 <br />BACKGROUND <br />On December 7, 1999, the Agency Board approved a list of public improvement projects which <br />were recommended for funding by the Santa Ana River Citizens Advisory Committee. <br />On March 20, 2001, the Redevelopment Agency Board approved Agency Resolution No. 770 <br />and the City Council approved Resolution R-23-01, which approved entering into the Santa Ana <br />River Public Works Projects Funding and Construction Management Agreement (Attachment <br />"A") for the purpose of paying for the cost of the installation and construction of certain public <br />work improvement projects situated in or of benefit to the Santa Ana River Redevelopment <br />Project Area. <br />On June 4, 2002, Amendment No. 1 was approved by the City and Agency (Resolution R-63-02 <br />and 801 respectively) which: 1) eliminated an unnecessary lighting, landscaping and sidewalk <br />improvements from the list of scheduled improvements; 2) extended certain time limits in which <br />to complete the public work improvement projects, and 3) designated Union Bank as the fiscal <br />agent (Attachment "B"). <br />On March 2, 2004, the Agency Board approved Amendment No. 2 to the Santa Ana River <br />Construction Management Agreement (Resolution R-20-04 and 824 respectively). The <br />amendment authorized funds to be redirected from previously authorized projects, which were <br />completed using other funding sources, and remaining funds from completed projects be <br />combined to complete additional infrastructure projects within the project area. The three <br />projects identified include drainage and/or street reconstruction in the Cooley Ranch Wood St. <br />Subdivision, Cooley Dr. from 1-215 to Cooley Dr. to Cooley Ln. and Old Ranch Rd. between <br />Cooley Dr. and Mountain View (Attachment "C"). <br />R:\Administration\Meetings\2007 Meetings\March 20, 2007\SAR\SAR Amend No 3 staff report 032007.doc <br />
