ITEM #15 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF SEPTEMBER 4, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER/PW DIRECTOR SUBJECT: APPROVE FIRST AMENDMENT TO DESIGN CONTRACT OF KATZ, OKITSU AND ASSOCIATES TO INCLUDE THE DESIGN OF "C" STREET MISSING LINKS PROJECT, IN THE AMOUNT OF $60,095, INCREASING THE TOTAL CONTRACT AMOUNT TO $115,810. DATE: AUGUST 27, 2007 BACKGROUND: C Street is frequently use by motorists trying to avoid trains as it is the only street that has underpass access (east/west) between La Cadena Drive and Pennsylvania Avenue. In addition, the traffic volume along C Street is magnified due to its proximity to the downtown area. As C Street provides accessibility to both Colton High School and Grant Elementary School, pedestrian traffic along this street is primarily composed of student traffic utilizing the portion of C Street between Rancho Avenue and 4th. This portion of "C" Street lacks the following improvements: sidewalk, curb, gutter, handicap ramp, and widening on the south side. The Capital Improvement Program for fiscal year 2007/2008 includes the C Street Missing Links Project and identifies available funds for the project's design phase. The needed improvements will enhance the safety of vehicular traffic, pedestrian traffic and resolve existing drainage concerns along this portion of C Street. ANALYSIS/DISCUSSION: To complete the design phase of the C Street Missing Links Project it will be necessary to obtain engineered plans. Staff recommends that the existing design contract awarded by Council on March 20, 2007 to Katz, Okitsu and Associates (KOA), in the amount of $55,715, be amended to include engineering design work for the C Street Missing Links Project. The existing contract awarded to Katz, Okitsu and Associates (KOA) was for design of Three South Rancho Traffic Signals and Bus Drop-off Zone at Rogers Elementary School Project; these awarded professional services were formally bid as a non-public project, meeting the bidding requirements set forth in the purchasing ordinance. Adding the design of the C Street Missing Links Project to the existing KOA contract will expedite the completion of PS&E. Staff requests awarding KOA an amendment to their agreement for the design of the C Street Missing Links Project as allowed by Section 3.08.070(c) of the city's purchasing ordinance.
