Zamora, Community Development Director <br />SUBJECT: Approve (1) Termination of P & D/EDAW Professional Services <br />Agreement for completion of the Lane Use Element and <br />background information for Circulation Element of the Colton <br />General Plan to Hogle-Ireland, Inc.; and (2) Approve Professional <br />Services Agreement with Hogle-Ireland, Inc. for completion of the <br />Land and the Circulation Elements, Housing Element and <br />associated Environmental Document <br />DATE: October 29, 2007 <br />BACKGROUND: <br />California law requires every city and county to adopt a General Plan to guide long-range <br />planning and development decisions. The City of Colton (the "City") is in the process of <br />updating the Land Use and Circulation Elements of its General Plan. The current General Plan <br />update specifically addresses critical traffic/mobility and land use issues in the City of Colton for <br />the next 20 years. Through the General Plan, the City can maintain high levels of service to <br />residents, businesses, and visitors. As stated, this General Plan update focuses on the Land <br />Use Element and the Circulation Element, which were last updated in 1986 and 1996, <br />respectively. <br />DISC USSION/ANALYSIS: <br />Termination of Existing Professional Services Contract — Land Use Element and <br />Background Information for Circulation Element <br />On May 4, 2004, the City Council awarded a contract for the preparation of the Land Use and <br />Circulation Elements to Cotton Bridges Associates. Cotton Bridges subsequently became P & <br />D Consultants. P & D Consultants were then bought on by EDAW. Throughout the change in <br />consulting firms, the consultant team that is working on the City's Land Use and Circulation <br />Element updates has remained the same. Recently, however, the City was informed that the <br />consultant team is joining a new land use and development consulting firm (Hogle-Ireland, <br />Inc.). Thus, the City wishes to terminate its current agreement for the preparation of the Land <br />Use and Circulation Updates to the consultant team's new firm, Hogle-Ireland, Inc., in order to <br />expedite the completion of the project and maintain continuity. Both P&D/EDAW and Hogle- <br />Ireland have agreed to this termination. <br />The original Professional Services Agreement divided the Update into 2 phases. The first <br />phase involved completion of the Land Use Element and background studies for the Circulation <br />Element. The second phase involved preparation of the Circulation Element and an <br />Environmental Impact Report (EIR) for the project, followed by public hearings. In early 2007, <br />
