CITY OF COLTON <br />AGENDA REPORT ITEM #6 <br />FOR COUNCIL MEETING OF NOVEMBER 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OF SENIOR <br />SUBSTATION ELECTRICIAN TO SUBSTATIONS OPERATION <br />SUPERVISOR <br />DATE: October 3, 2007 <br />BACKGROUND: <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it requests input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On September 6, 2007, a department head in the Electric Department was provided with "Request <br />for Reclassification" form. On September 10, the employee submitted all of the required documents <br />to the Human Resources Department. The City Manager approved the request on September 24. <br />DISCUSSION/ANALYSIS: <br />The classification of Substation Operation Supervisor performs many tasks. Some of these <br />include: leading and overseeing work of staff; oversees maintenance and testing of Substation <br />equipment; primary point of contact between Substation and City departments. The incumbent has <br />been performing the duties of a Substation Operations Supervisor in an acting capacity for <br />approximately six months. Mr. Gloudeman has been performing the duties in an excellent manner <br />and will continue to allow the department and Substation Division to improve efficiency in its <br />operation. <br />The International Brotherhood of Electrical Workers contacted Human Resources previously as it <br />did with three Electric employees who were reclassified on October 2, 2007, regarding the status of <br />the incumbent and asked if he was going to be placed in the position permanently. There were two <br />options to consider: reclassifying the employee or opening a closed/promotional recruitment. The <br />former option was the better choice being that the incumbent Senior Substation Electrician has <br />been performing the duties for some time. The incumbent was required to fill out the forms required <br />for reclassification. As a result and after a review of the submitted documents, the Human <br />Resources Department supports the reclassification.
