ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 15, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AUTHORIZE AWARD OF AGREEMENTS TO WILLDAN AND <br />TRANSTECH ENGINEERING, INC TO PROVIDE STRUCTURAL AND <br />NON-STRUCTURAL PLAN CHECK SERVICES <br />DATE: January 7, 2008 <br />BACKGROUND: <br />The City of Colton has been receiving civil engineering plan check services from Willdan to provide <br />necessary independent review of private development improvement plans within the City. The <br />term of the City's Professional Services Agreement with Willdan expired on June 30, 2007, <br />requiring the City to conduct a new competitive bidding process to award a new contract for plan <br />check services. <br />On August 30t', 2007, City staff distributed a Request for Proposal (RFP) for Structural and Non - <br />Structural Plan Check Services to 556 potential bidders via the City's online bidding system: <br />www.TheNetworkBidSystem.com. Due to the complexity of the RFP, electronic proposals were <br />not accepted. The online bidding system was used as a tool to expedite the RFP notification <br />process, delivering instant access to complete bid documents to potential bidders. An addendum <br />to the RFP was e-mailed to all potential bidders on September 13, 2007. <br />DISCUSSION/ANALYSIS: <br />On September 18, 2007, City staff received five (5) responsive proposals from the following <br />companies: <br />1. Wilidan <br />2. Transtech Engineering, Inc. <br />3. P&D Consultants <br />4. DWG Consultin <br />5. JAD Associates, LLC <br />The abstract of the five proposals is attached to this report. <br />Proposals from all five responsive companies were evaluated based on the criteria listed in the <br />RFP, including Quality of Workplan/Methodology, Ability to Perform, and Overall Cost. The <br />proposals received from Willdan and Transtech Engineering scored the highest. The Willdan <br />Group of Companies specializes in providing structural engineering services to more than 400 <br />public sector clients throughout Arizona, California, and Nevada, including the Cities of Loma <br />Linda, Highland, and Indian Wells. Transtech Engineering is a multi -disciplinary engineering and <br />municipal consulting firm with over 16 years experience serving local governments throughout <br />Southern California, including the Cities of Alhambra, South Pasadena, and Pomona. <br />
