CITY OF COLTON ITEM #9 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF FEBRUARY 5, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMANDA RHINEHART, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION NO. 2119 TO <br />ADD THE PLACEMENT OF ALL WAY STOP SIGNS AT THE <br />INTERSECTION OF 8TH STREET AND CITRUS STREET <br />DATE: January 24, 2008 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices if adopted by <br />a City ordinance or a resolution. Installation of stop signs, as well as other traffic control devices, <br />must be warranted under the guidelines established in the Manual on Uniform Traffic Control <br />Devices. On October 10, 2007, city staff conducted a traffic engineering analysis of the intersection <br />8th Street at Citrus Street, and concluded that installation of stop signs on 8th Street approaching <br />Citrus Street from the north and south is warranted under the Manual on Uniform Traffic Control <br />Devices guidelines. <br />ANALYSIS/DISCUSSION: <br />At the intersection of 8th Street and Citrus Street, visibility is limited due to the existing roadway <br />design curve and unique characteristics along North 8th Street. The location was reviewed by the <br />City of Colton Traffic Safety Committee on October 11, 2007. A warrant analysis was performed <br />for the intersection (Exhibit A). The intersection met the warrant standards because the restricted <br />view indicates a need for a traffic control device by means of a STOP sign. <br />Staff reviewed the option to stripe this area as a no parking zone so as to improve the line -of -sight <br />for motorists. The maximum visibility for eastbound West Citrus Street motorists exiting onto <br />North 8th Street is 200 feet for on -coming motorists traveling northbound on North 8th Street. <br />According to the Caltrans Highway Design Manual, this is less than the required horizontal <br />clearance of 250 feet of line -of -sight for a design speed of 35 mph. The sight distance becomes <br />more restricted when vehicles are parked along North 8'h Street, especially if the parked vehicles are <br />large commercial vehicles. Implementing a restriction of no parking north of and south of West <br />Citrus Street, along southbound North 8h Street for a distance of 100 ft, would only obtain a line - <br />of -sight adequate for a roadway design speed of 30 mph. Therefore, to create a safer traffic <br />condition than currently exists staff recommends installation of stop signs on 8t' Street at Citrus <br />Street from the north and south. <br />
