ITEM #11 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF FEBRUARY 19, 2008. TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMANDA RHINEHART, INTERIM PUBLIC WORKS ADMINISTRATOR SUBJECT: APPROVE RESOLUTION FOR THE SUBMISSION OF THREE APPLICATIONS FOR THE HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) GRANT. DATE: FEBRUARY 11, 2008 BACKGROUND: Section 1401 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act - Legacy for Users (SAFETEA-LU) amended Section 148 of Title 23 to create a new core - Highway Safety Improvement Program. This new Highway Safety Improvement Program (HSIP) replaces the Hazard Elimination Safety Program, (23 U.S.0 §152). Each year, local agencies compete for HSIP funds by submitting candidate safety projects to Caltrans for review and analysis. Caltrans prioritizes these projects statewide and releases an annual HSIP Program Plan that identifies the projects that are approved for funding. The city is responsible for submitting the applications to Caltrans District 8 by the end of February 2008. The list of approved projects is expected to be released in May 2008. ANALYSIS/DISCUSSION: The City requests authorization to submit three applications for HSIP funding. The three applications request construction funding for traffic signals at the following intersections: Mt Vernon Avenue and Palm Drive, La Cadena Drive and La Loma Avenue, and La Cadena Drive and Rancho Avenue. There are three types of funding classifications under HSIP: "safety index", "work type", and "traffic data" projects. Approximately 50% to 70% of the funding for this program will be targeted for "safety index" projects, 20% to 30% for "work type" projects, and up to 20% for "traffic data" projects. The traffic signal at Mt Vernon Avenue and Palm Drive, will be submitted as a "work type" project and the other two projects will be submitted as "safety index" projects. If they fail to get funded under the "safety index" category, they will automatically be moved into the "work type" category and re -compete for funding with other "work type" projects.
