ITEM #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: JEANNETTE OLKO; ELECTRIC UTILITY GENERAL MANAGER <br />MARITZA TAPIA, INTERIM PW DIRECTOR <br />SUBJECT: AUTHORIZE THE AWARD OF A MAINTENANCE AGREEMENT <br />FOR TREE TRIMMING SERVICES TO WEST COAST <br />ARBORIST, IN THE AMOUNT NOT TO EXCEED $110,000.00 <br />DATE: July 28, 2008 <br />BACKGROUND <br />The Parks and Streets Department oversee tree trimming maintenance for all trees located on city <br />parks, medians and parkways. Maintenance entails pruning trees with overgrown limbs, removal <br />of deceased trees, and removal of trees that create hazards to the public. In addition, the City's <br />Electric Department oversees tree trimming maintenance on private property and city right -of - <br />away for electrical line clearance. <br />For the past two years these services have been contracted out to a private tree trimming <br />company: West Coast Arborist. Public Works staff formerly bid these services in March 2006. <br />On June 30, 2008, the term of the contract expired and a new formal bid was required to contract <br />these services out for Fiscal Year 2008/2009. <br />ANALYSIS/DISCUSSION: <br />On March 18, 2008, City Council approved the solicitation of bids for tree trimming services. On <br />July 22, 2008, staff received three bids for the advertised tree trimming services. The base bid <br />prices were generated based upon eight different tree trimming service components: (1) Street <br />Tree Pruning on Grid (2) Utility Line Clearance Accessible by Equipment (3) Utility Line Clearance <br />Inaccessible by Equipment (4) 3 -Man Crew Rental (5) Service Request Tree Pruning 7-12" DBH <br />(6) Service Request Tree Pruning 13-18" DBG (7) Tree Removal Under 30"DBG (8) Tree <br />Removal Above 30" DBH. Each of the identified components above was issued a weighted factor <br />and these factors were summed up to provide the following base bid amounts, as calculated in the <br />table below: <br />1. Tree Elements Inc. $141.78 <br />2. George Salinas Tree Preservation $116.80 <br />3. West Coast Arborist $78.05 <br />
