ITEM #25 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE ALLOCATION OF COLTON'S PROPOSITION 1B <br />FUNDS TO THE AGUA MANSA ROAD WIDENING PROJECT. <br />DATE: AUGUST 12, 2008 <br />BACKGROUND: <br />In November 2006, in a statewide general election voters approved the financing Proposition 1 B. <br />This proposition is the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of <br />2006, which allowed the state the ability to obligate $19.925 billon of general state obligation bonds <br />for transportation improvements. Funds shall be used for improvements to transportation facilities <br />that will assist in reducing local traffic congestion and further deterioration, improving traffic flows, <br />or increasing traffic safety that may include, but not be limited to, street and highway pavement <br />maintenance, rehabilitation, installation, construction and reconstruction of necessary associated <br />facilities such as drainage and traffic control devices, or the maintenance, rehabilitation, installation, <br />construction and reconstruction of facilities that expand rider ship on transit systems, safety <br />projects to reduce fatalities, or as a local match to obtain state or federal transportation funds for <br />similar purposes. <br />Of the identified funds approved by the voters two billion would be for improvements to local street <br />and road conditions within the state. These funds would be appropriated by the Legislature in the <br />following manner - 50% to counties and 50% to cities. In addition, seventy-five percent (75%) of <br />the funds apportioned to counties will be based on the number of vehicles registered in the county <br />relative to all counties in the State, and 25% are based on number of county maintained road miles <br />relative to all county maintained road miles in the State. Funds apportioned to cities are based on <br />total population of the city in relation to all cities in the State (minimum $400,000 to each city). <br />ANALYSIS/DISCUSSION: <br />The apportioned funds the City of Colton will receive total $1,666,238. Of these funds $833,119 <br />(50%) are currently available to the City. In order to utilize these funds the City must identify what <br />improvements it will finance with these funds. Staff would recommend these funds be used to <br />supplement the improvements needed along Agua Mansa Road. Improvements to this roadway, <br />between Riverside Avenue and Rancho Avenue, would widen the road and reconstruct the <br />roadway allowing for increased mobility for vehicular traffic. Staff requests authorization to submit <br />the required documents to the state identifying the use of its Prop 1 B allocation for the Agua Mansa <br />Widening Project. Currently, this project has been phased to allow for construction due to the <br />funding restraints. The first phase of the project is underway and will be in construction this <br />calendar year. However, the second and third phases are still in need of funds. The total cost to <br />construct the remaining phases are estimated at 3.5 million dollars; the design of phase 11 is <br />
