Appeal to DAP -000-794 PRI, July 22, 2008 <br />The decision made by the Colton Planning Commission on modifying a CUP <br />on allowing PRI discretion in utilizing any of the five auto shredder fluff <br />disposal methods for the car shredder must be reconsidered. <br />The most outstanding reason for revisiting and further study of this decision <br />is that not enough information was presented to the commissioners for a <br />thorough understanding of the problem and the impact of the change. It is <br />not apparent as to why the data was not provided. <br />I can surmise that the Community Development Director, Mr. Zamora either <br />wants to keep the information level low in order to keep the commissioner's <br />questions down or that the director does not understand the consequences of <br />this modification and won't tackle the research. <br />But, whatever the reason, it is a disservice to the Planning Commission and <br />the community. This modification talks to the most critical component of the <br />car shredder, the toxic waste stream called auto shredder fluff. This toxic <br />will be produced from every car that enters the machine. This 700 lb. lump <br />of untreated toxic waste exceeds the California state regulatory levels for total <br />lead( I000mg/kg), copper (2500mg/kg), zinc (5000mg/kg), soluble lead <br />(5.0 mg/1), soluble cadmium (1.0 mg/1), and soluble zinc (250 mg/1). PCB's, <br />arsenic, PVC, and mercury will also be found in this waste stream. <br />Simply stated, this shredder fluff or the liquid that carries it is poisonous to <br />ingest, to contact your skin or to breathe into your lungs. It will kill you. <br />If you do the math and use Mr. Siroonian's projection of shredding 1000 cars <br />per day. Pacific Rail will be producing 3,500,000 lbs. of toxic waste weekly. <br />That is 1750 tons of a poisonous mass that will have to be dealt with every <br />week by Pacific Rail Industries. <br />Mr. Zamora's staff recommendation blithely states that the fluff will be <br />rendered non -hazardous and let the applicant make the decisions as to how it <br />will be managed and transported. <br />This is a wrong decision! <br />
