ITEM #18 <br />CITY OF COLTON <br />Agenda Report <br />For Council Meeting of <br />May 5, 2009 <br />TO: Honorable Mayor and City Council <br />FROM: Mark Nuaimi, Assistant City Manager <br />SUBJECT: Development Services (formerly Community Development) Update <br />DATE: April 27, 2009 <br />BACKGROUND <br />The new Development Services department provides support for Planning, Building & Safety, <br />and Business License activity, along with the Advanced Planning activities performed within the <br />City Manager and Redevelopment Departments. <br />Development Services (formerly Community Development) has undergone a number of <br />organizational changes as a result of recent budget reduction activities. Specifically, the <br />Department Director, Planning Manager, and Building Inspectors have departed from the <br />organization as a result of early retirements and reductions in workforce. These changes come at <br />a time when the City has an update to the General Plan, an amendment to the West Valley <br />Specific Plan, development of the Pellissier Ranch Specific Plan, and a slowing in development <br />related activity. <br />On the Planning front, Development Services personnel support the activities of the Design <br />Review Committee, Planning Commission, and Historical Preservation Commission, as new <br />development applications come before the City for review and approval. This support includes <br />the development of agenda material and support at various commission meetings. These <br />activities also include the support of the Business Occupancy Permitting (BOP) process. <br />Advanced Planning includes the development of the General Plan update and processing of <br />various specific plans and environmental entitlements within the City. <br />Within Building & Safety, City staff and contract resources process all building applications, <br />complete necessary Plan Checks and Inspections, and coordinate new development projects with <br />all affected city departments. <br />The Business License division is responsible for the annual business licensing activity, including <br />renewals, review of new applications, pursuit of delinquent applications, and temporary uses. <br />
