ITEM #18 CITY OF COLTON Agenda Report For Council Meeting of May 5, 2009 TO: Honorable Mayor and City Council FROM: Mark Nuaimi, Assistant City Manager SUBJECT: Development Services (formerly Community Development) Update DATE: April 27, 2009 BACKGROUND The new Development Services department provides support for Planning, Building & Safety, and Business License activity, along with the Advanced Planning activities performed within the City Manager and Redevelopment Departments. Development Services (formerly Community Development) has undergone a number of organizational changes as a result of recent budget reduction activities. Specifically, the Department Director, Planning Manager, and Building Inspectors have departed from the organization as a result of early retirements and reductions in workforce. These changes come at a time when the City has an update to the General Plan, an amendment to the West Valley Specific Plan, development of the Pellissier Ranch Specific Plan, and a slowing in development related activity. On the Planning front, Development Services personnel support the activities of the Design Review Committee, Planning Commission, and Historical Preservation Commission, as new development applications come before the City for review and approval. This support includes the development of agenda material and support at various commission meetings. These activities also include the support of the Business Occupancy Permitting (BOP) process. Advanced Planning includes the development of the General Plan update and processing of various specific plans and environmental entitlements within the City. Within Building & Safety, City staff and contract resources process all building applications, complete necessary Plan Checks and Inspections, and coordinate new development projects with all affected city departments. The Business License division is responsible for the annual business licensing activity, including renewals, review of new applications, pursuit of delinquent applications, and temporary uses.
