FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />ROBERT MILLER, CUA EXECUTIVE DIRECTOR <br />SUBJECT: CITY & CUA: APPROVAL FOR CONTRACT AWARD TO CRITERION <br />AUTOMATION FOR THE WATER DEPARTMENT'S SUPERVISORY CONTORL <br />AND DATA ACQUISITON (SCADA) IN AN AMOUNT NOT -TO -EXCEED $25,000. <br />DATE: JULY 13, 2009 <br />BACKGROUND: <br />SCADA is an acronym that stands for Supervisory Control and Data Acquisition. SCADA refers to <br />a system that collects data from various sensors at remote locations and then sends the data to a <br />central computer, which then manages and controls the data. The City of Colton's Water Division <br />SCADA System controls and manages reservoir levels, operational status, water quality flows, <br />water system pressures, and alarm conditions. <br />DISCUSSION/ANALYSIS: <br />With recent advances in technology, the equipment installed at each of the City's pump stations' <br />and monitoring sites is becoming obsolete and is scheduled for upgrade and/or replacement. <br />Modernization of the City's existing SCADA System is intended to improve the efficiency and utility <br />of the operation, maintenance, and management of the water production and distribution system. <br />The on-going City wide SCADA system retrofits/upgrades will be replacing the hardware & <br />software on the following well and reservoir sites: <br />• Rialto Site: Includes status of Wells 13, 16 & 21. Site is retrofit with new PLC and radio; <br />requires validation and checkout with SCADA System. <br />• Well No. 26 Site: Includes control and Status of pump. Requires PLC and radio retrofit, <br />programming of logic and Wonderware development. <br />• Well No. 27 Site: Includes control and status of pump. Requires PLC and radio retrofit, <br />programming of logic and Wonderware development. <br />• La Loma Site: Includes only reservoir level. Requires PLC and radio retrofit, <br />programming of logic and Wonderware development. <br />• Domecg Site: Addition to previously retrofit location. Includes status of Ion Exchange <br />System, requires conduit and wire installation to existing PLC Panel, programming of logic <br />and Wonderware development. <br />
