FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS ROBERT MILLER, CUA EXECUTIVE DIRECTOR SUBJECT: CITY & CUA: APPROVAL FOR CONTRACT AWARD TO CRITERION AUTOMATION FOR THE WATER DEPARTMENT'S SUPERVISORY CONTORL AND DATA ACQUISITON (SCADA) IN AN AMOUNT NOT -TO -EXCEED $25,000. DATE: JULY 13, 2009 BACKGROUND: SCADA is an acronym that stands for Supervisory Control and Data Acquisition. SCADA refers to a system that collects data from various sensors at remote locations and then sends the data to a central computer, which then manages and controls the data. The City of Colton's Water Division SCADA System controls and manages reservoir levels, operational status, water quality flows, water system pressures, and alarm conditions. DISCUSSION/ANALYSIS: With recent advances in technology, the equipment installed at each of the City's pump stations' and monitoring sites is becoming obsolete and is scheduled for upgrade and/or replacement. Modernization of the City's existing SCADA System is intended to improve the efficiency and utility of the operation, maintenance, and management of the water production and distribution system. The on-going City wide SCADA system retrofits/upgrades will be replacing the hardware & software on the following well and reservoir sites: • Rialto Site: Includes status of Wells 13, 16 & 21. Site is retrofit with new PLC and radio; requires validation and checkout with SCADA System. • Well No. 26 Site: Includes control and Status of pump. Requires PLC and radio retrofit, programming of logic and Wonderware development. • Well No. 27 Site: Includes control and status of pump. Requires PLC and radio retrofit, programming of logic and Wonderware development. • La Loma Site: Includes only reservoir level. Requires PLC and radio retrofit, programming of logic and Wonderware development. • Domecg Site: Addition to previously retrofit location. Includes status of Ion Exchange System, requires conduit and wire installation to existing PLC Panel, programming of logic and Wonderware development.
