O5 <br />STAFF REPORTRA <br />DATE: AUGUST 17, 2010 <br />TO: HONORABLE MAYOR AND CITY C2&KC <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC W RKS DIRECTOR <br />SUBJECT: REJECT BIDS AND SOLICIT NEW BIDS FOR 2010-2011 S URRY <br />SEAL PROJECT <br />RECOMMENDED ACTION <br />It is recommended that the City Council reject all bids for the 2010-2011 Slurry Seal Project and <br />authorize staff to solicit new bids for 2010-2011 Slurry Seal Project. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve traffic circulation and infrastructure. <br />BACKGROUND <br />The annual slurry seal program for streets throughout the City of Colton is the most cost- <br />effective type of pavement preventive maintenance. This type of street maintenance program is <br />designed in such a way that major and local streets receive a slurry seal treatment (surfacing) on <br />a routine basis before it needs major repair and reconstruction. This street maintenance program <br />is able to prolong the life of various City streets in a very cost effective way. The cost to slurry <br />seal a street that usually lasts from three to five years is about 10-15% of the total cost to overlay <br />and completely rehabilitate a street. <br />ISSUES/ANALYSIS <br />In accordance with Colton Municipal Code (CMC) Section 3.08.110, Ordinance 0-12-03, staff <br />solicited and received bids for the 2010-2011 Slurry Seal Project. Two (2) bid proposals were <br />received from slurry seal and paving contractors. The sealed bid opening took place on June 22, <br />2010 at 3:00 p.m. at the City Hall conference room. The bids received are as follows: <br />1. All American Asphalt, Inc. $ 278,191.50 <br />2. American Asphalt South, Inc. $ 279,487.90 <br />Staff carefully evaluated and reviewed each submitted bid. Both bids are approximately $28,000 <br />(11%) higher than the Engineer's Estimate of $250,985. Since the bids received are much higher <br />
