ITEM NO. 03 <br />_-\STAFF REPORT <br />DATE: SEPTEMBER 21, 2010 <br />TO: HONORABLE MAYOR AND CIT UN <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BOB MILLER, POLICE CHIEF <br />SUBJECT: APPROVAL OF CONTRACT OR LAW ENFORCEMENT SERVICES <br />AT THE ARROWHEAD REGIONAL MEDICAL CENTER, COUNTY <br />OF SAN BERNARDINO <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize the Mayor to execute a Professional Services <br />Agreement with The County of San Bernardino — Arrowhead Regional Medical Services, for law <br />enforcement services. <br />GOAL STATEMENT <br />The proposed action will continue our long-standing partnership with the Arrowhead Regional <br />Medical Center in providing law enforcement services. <br />BACKGROUND <br />The Colton Police Department has created a long standing partnership with the Arrowhead <br />Regional Medical Center over the past five (5) years. We have provided superior enforcement <br />services due to our proximity, communication capabilities, long-term assignment philosophy, <br />supervision availability, and cost. <br />➢ Proximity — The Arrowhead Regional Medical Center is located within the City of <br />Colton. Our base of operations and entire support structure are only minutes away. <br />Colton fields Police Officers and Supervisors 24/7 throughout the City, and in the event <br />of major incidents can quickly respond all required backup units, Detectives, and <br />Administrative support to ARMC. <br />➢ Communications — Officers assigned to ARMC can communicate immediately and <br />directly with Officers in surrounding beats, Supervisors, Administrators, and Colton's <br />911 Dispatch Center eliminating delays in response times and support requests. <br />➢ Long Term Assignments — Officers assigned to the Arrowhead Regional Medical <br />Center are hand selected for their maturity and their desire and ability to work in a <br />challenging hospital environment. Their assignments are long-term to encourage <br />familiarity with surroundings, relationship and trust -building with staff, and expertise in <br />their duties. <br />
