ITEM NO. 10 STAFF REPORT DATE: NOVEMBER 16, 2010 l TO: HONORABLE MAYOR AND CITY COUNCI FROM: ROD FOSTER, CITY MANAGER PREPARED BY: VIJAY SINHA, PUBLIC WORKS AND UTILITY SERMICES DIRECTOR r J SUBJECT: CDBG CONCRETE INFRASTRUCTURE REMOVAL AND REPLACEMENT PROJECT RECOMMENDED ACTION It is recommended that the City Council authorize execution of a contract agreement for the CDBG Concrete Infrastructure Removal and Replacement Project, in the amount of $184,210; staff also requests the City Manager be authorized to execute change orders not to exceed ten percent of the awarded contract for this Project. GOAL STATEMENT The proposed action will support the City's goal to maintain its public infrastructure. BACKGROUND On September 7, 2010, Council authorized amending the 2010/2011 Capital Improvement Program Budget to include the CDBG Concrete Infrastructure Removal and Replacement Project. The project's engineer's estimate was $300,000 (including a 10% contingency). The scope of work was focused at replacement of existing concrete infrastructure in need of repair. As the County of San Bernardino's Community Development and Housing Department provides oversight for Colton's Community Development Block Grant (CDBG) Program, San Bernardino County Board of Supervisors' approval is required to authorize expenditures related to this project. As noted in the September staff report this request would go before the Board on October 19, 2010. ISSUES/ANALYSIS The San Bernardino County Board of Supervisors has authorized the inclusion of the CDBG Concrete Infrastructure Removal and Replacement Project (Project) into its CDBG Plan Modification. This action authorizes the construction project to move forward.
