DATE: <br />TO: <br />FROM: <br />PREPARED BY <br />SUBJECT: <br />STAFF REPORT <br />NOVEMBER 16, 2010 <br />HONORABLE MAYOR AND CITY CO <br />ROD FOSTER, CITY MANAGER <br />ITEM NO. 14 <br />VIJAY SINHA, PUBLIC WORKS AND UTILITY <br />DIRECTOR <br />LAUREL STREET GRADE SEPARATION PROJECT <br />RECOMMENDED ACTION <br />SERVICE <br />It is recommended that the City Council authorize execution of the 1) Cooperative Agreement <br />for Engineering Design and Environmental Compliance Phase of Laurel Street Grade Separation <br />Project and 2) Trade Corridors Improvement Fund Project Baseline Agreement, with minor non - <br />substantive changes subject to approval by the City Manager and City Attorney. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve safety and circulation. <br />BACKGROUND <br />On May 4, 2010, Council approved execution of a Memorandum of Understanding (MOU) <br />between the City of Colton, San Bernardino Associated Governments (SANBAG), Union Pacific <br />Corporation (UPRR) and Burlington Northern Santa Fe (BNSF). This MOU identified the <br />following improvement projects for the City of Colton/SANBAG: 1) Quiet Zone Improvements <br />2) Laurel Street Grade Separation 3) 9th Street Improvement 4) New Connection Project. While <br />the MOU identified the various roles each entity would have for each of the improvements <br />individual funding agreements would be drafted for each individual improvement project and be <br />brought before the respective entities for approval. <br />ISSUES/ANALYSIS <br />SANBAG will oversee the project management and construction management for the Laurel <br />Grade Separation Project. Within the MOU it was stipulated that the Laurel Street Grade <br />Separation Project must be in construction within eighteen months of the Colton Crossing Grade <br />Separation entering its construction phase. To meet this established timeframe SANBAG has <br />commenced the procurement processes to obtain a consultant firm to complete the design and <br />environmental tasks for the Laurel Grade Separation Project.
