ITEM NO. 05 <br />�-STAFF REPORT <br />F SII <br />C0411 A <br />DATE: DECEMBER 21, 2010 <br />TO: HONORABLE MAYOR AND CITY CCI <br />FROM: ROD FOSTER, CITY MANAGER G <br />PREPARED BY: VIJAY SINHA, PUBLIC WORKS AND UTILITY SERVICES ' <br />DIRECTOR in <br />SUBJECT: MEASURE I CAPITAL PROJECTS NEEDS ANALYSIS <br />RECOMMENDED ACTION <br />It is recommended that the City Council adopt a resolution approving submittal of the FY <br />2011/2012 — 2015/2016 Capital Projects Needs Analysis to the San Bernardino Associated <br />Governments, as required by the Measure I Strategic Plan. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve and expand its roadway <br />infrastructure. <br />BACKGROUND <br />In November 1989, the San Bernardino County voters approved the passage of Measure I <br />authorizing the San Bernardino Associated Governments (SANBAG), acting as the San <br />Bernardino County Transportation Authority, to impose a one-half of one -percent retail and use <br />tax. This tax revenue can only be used for transportation improvements and traffic management <br />programs. The 1989 approved measure is set to expire on March 2010. However, in 2004, San <br />Bernardino County voters authorized the extension of this tax, which will finance the Measure I <br />2010-2040 programs. The passage of this second measure will continue to provide the City with <br />funds for maintenance of City streets and street infrastructure development. <br />ISSUES/ANALYSIS <br />The SANBAG Board of Directors approved the Strategic Plan on April 1, 2009. The Strategic <br />Plan is the reference manual and policy document for the administration of Measure 12010-2040 <br />programs by SANBAG and its member agencies. The Strategic Plan requires all local <br />jurisdictions applying for revenue from the Measure I Valley Street and Freeway Interchange <br />Programs to annually adopt and update a five year Capital Project Needs Analysis.
