STAFF REPORT <br />ITEM NO. 04 <br />DATE: JANUARY 18, 2011 <br />TO: HONORABLE MAYOR AND CITY CO NC <br />FROM: ROD FOSTER, CITY MANAGERz, <br />PREPARED BY: VIJAY SINHA; PUBLIC WORKS AND UTILITY SERVICES t9 <br />DIRECTOR V1nS1__L <br />SUBJECT: FISCAL YEAR 2011/2012 COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS <br />RECOMMENDED ACTION <br />It is recommended that the City Council set a public hearing date for March 1, 2011 for Fiscal <br />Year 2011/2012 Community Development Block Grant funds. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to enhance the quality of life for Colton's <br />residents. <br />BACKGROUND <br />Since the Community Development Block Grant (CDBG) program's inception in 1974 it has <br />provided financial assistance to grantees for a variety of community development purposes. The <br />U.S. Department of Housing and Urban Development (HUD) uses a formula to calculate the <br />grant amount for each metropolitan city, urban county and State. CDBG program funds can be <br />used to build: roads, parks, to repair or rehabilitate housing, to provide new or increased public <br />services to local residents or to fund initiatives that generate new jobs. The County of San <br />Bernardino's Community Development and Housing Department (CDH) currently provides <br />project oversight for CDBG projects to 12 cities, of which Colton is a partner in this coordinated <br />effort. <br />ISSUES/ANALYSIS <br />In mid-December, staff was advised that the submittal deadline for all CDBG proposals for fiscal <br />year 2011/2012 funds was identified as January 21, 2011. Staff had posted this information on <br />its website and Channel 3. Attached to this report are all applications received to date for <br />proposals that are will solely service Colton. Any multijurisdictional submittals must be <br />provided directly to the County. Staff requests authorization to submit the proposals received to <br />
