CITY OF COLTON <br />,Fpr ro or�a,� <br />AGENDA REPORT <br />o� <br />For Council Meeting of June 15, 1993 <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: June 8, 1993 <br />i <br />FROM: JERRY YOUNG <br />City Manager <br />SUBJECT: Resolution Endorsing County -Wide State Legislative Program <br />BACKGROUND: <br />At the City -County Conference last Fall, a committee of Mayors and City Managers was formed for the <br />purpose of developing a State Legislation Program. Members of the committee include the Mayors of Apple <br />Valley and Montclair, a Council Member from Highland, and City Managers from Apple Valley, Barstow, <br />Rialto and Yucaipa. <br />On February 4, 1993, the committee presented its draft legislative program and strategy to a meeting in Loma <br />Linda of Mayors and City Managers, where the work of the committee was endorsed and participants were <br />asked to prepare a draft resolution for adoption by all cities in the County. <br />DISCUSSION <br />The attached County -Wide Task Force Legislative Program contains both short and long term legislative <br />objectives and short and long term legislative strategies. The focus of the program is to protect all local agency <br />revenues, including sales tax, property tax, redevelopment tax increment financing, and motor vehicle in -lieu <br />tax, from transfers to the State of California. In the short term the task force plans to meet with and lobby State <br />legislators, develop coalitions with local school boards, and employ the media to air local agency concerns. <br />In the long term the task force intends to propose constitutional amendments to protect local agency revenues <br />and work on restructuring local/regional government to more efficiently and effectively address local concerns <br />and regional problems. <br />RECOMMENDATION <br />Staff recommends the Council approve the County -Wide State Legislative program and adopt Resolution <br />No. <br />Report Prepared by Daryl Parrish, Assistant to the City Manager <br />Attachments (1) <br />C:wPwM&R061593.AGR 06/08/93 <br />r <br />
