5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 19, 1995 <br />TO: Honorable Mayor and City Council <br />APPROVAL: abar nriqu anager <br />FROM: d . a <br />Community De elopment irector <br />SUBJECT: Consideration to Award Professional Services Contract to Topping <br />Jaquess Consultants, Inc., for the Capital Infrastructure Study <br />DATE: September 11, 1995 <br />BACKGROUND: <br />In 1994, while negotiating development costs for the medical center with the County of San <br />Bernardino, staff advised the City Council that the City needed to have a comprehensive <br />capital infrastructure development fee ordinance in place, before significant development <br />occurs in the area surrounding the hospital and in other developing areas of the City. The <br />Council was further informed that in order to determine the kind of capital improvements <br />and public service needs that would be created by new development within the City, a <br />Capital Infrastructure Study should be conducted. Based on the foregoing information, the <br />City Council authorized staff to prepare and circulate a Request for Proposals (RFP) for a <br />Capital Infrastructure Study. <br />Staff prepared a comprehensive five page RFP and mailed it to over 45 professional <br />consulting firms. Staff received four responses to the RFP. Attached as Exhibit "A" is a list <br />of the consulting firms that submitted proposals, along with their proposed service fee for <br />the study. <br />DISCUSSION/ANALYSIS: <br />At the direction of the City Manager, staff interviewed and attempted to negotiate a lower <br />service fee with The Korve Team. Unfortunately, the consultant was unable to reduce their <br />fee to an acceptable amount. Staff was then requested to interview URS Consultants, Inc., <br />and Topping Jaquess Consultants. Both firms were requested to review the original <br />proposal and to determine which study tasks could be deleted without affecting the primary <br />objective of the study. Additionally, they were requested to resubmit revised proposals <br />along with reduced service fees. <br />On September 6, staff reviewed the revised proposals and conducted separate interviews <br />with both consultants. Based on staffs analysis of the revised proposals, the products to <br />be achieved, and responses to interview questions, staff recommends that Topping <br />Jaquess Consultants, Inc., be selected to conduct the capital infrastructure study for the <br />City, in the amount of $77,365. Attached, as Exhibit "B", is a copy of the revised proposal <br />submitted by Topping Jaquess Consultants. <br />i �� <br />
