r^ AGENDA REPORT <br />CITY OF COLTON <br />For City Council Meeting of <br />September 17, 1996 <br />11, 1996 <br />TO: MAYOR FULP, CITY COUNCIL AND CITY MANAGER <br />FROM: Julie Hayward Biggs, City Attorn <br />SUBJECT: Status of City's Involvement in STAG <br />In response to recent actions taken by SANBAG relating to future funding of <br />highway beautification projects in the City of Colton, I have been asked to review the status of <br />the City's continuing commitment to participate in SANBAG. As you may be aware, SANBAG <br />is an association of local governments that has been voluntarily formed under the guise of a Joint <br />Powers Authority for the purpose of providing a forum for discussion, study and development <br />r of recommendations on regional problems of interest and concern to the member entities. <br />The local governmental agencies that form SANBAG contribute to the <br />organization through annual assessments. According to the bylaws of SANBAG, the functions <br />of the organization include the following: <br />1. Exchange of planning information among member entities; <br />2. Study of sub -regional problems, including making policy or action <br />recommendations; <br />3. Review and development of governmental proposals; <br />4. Consider questions of common interest and concern to the County of San <br />Bernardino and the city members of SANBAG and develop policy and <br />action recommendations of an advisory nature only; <br />5. Act to the extent permitted by the Joint Powers Authority or agreements <br />or as allowed under state and federal law. <br />The membership of SANBAG consists of the County of San Bernardino and those <br />cities within the county electing to participate and paying annual assessments to fund the <br />operations of SANBAG. SANBAG has no power to levy taxes or of eminent domain. <br />ITEM NO. 14 <br />
