CITY OF COLTON <br />AGENDA, REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 17, 1996 <br />TO: Honorable Mayor and City Council <br />APPROVAL: P'Fr man, Inter" City Manager <br />FROM: a ory Develo ent irector <br />SUBJECT: Status Report on the Re -alignment of Agua Manse Road/ <br />Pepper Avenue Project. <br />DATE: Seotember 12.1996 <br />BACKGROUND. <br />On August 20, 1996, Council was provided with the attached mento which explained <br />responses that staff received to the Initial Study of the Environmental Review for the <br />proposed re -alignment and widening of Agua Mansa Road. <br />DISCUSSIONIANALYSIS: <br />Due to the above noted responses, staff is of the opinion that an`Xnvironmental Impact <br />Report be; prepared to address any significant impacts and consider any environmental <br />consequences that the proposed General Plan Amendment may have at the earliest possible <br />time. <br />ALTERNATIVES: <br />1. direct staff to redesign the proposed re -alignment so that the habitat of the endangered <br />Delhi -Sands Flower -Loving Fly will not be affected. <br />2. Choose not to do the amendment at this time. <br />FINANCIAL IMPACT: <br />Unknown until after estimates for an Environmental Impact Report) are received and <br />revi e <br />�e4__ <br />ty Development Director <br />ENVIRONMENTAL IMPACT: <br />To be determined, ~� <br />RECOMMENDATION: <br />If Council agrees that an Environmental Impact Report should be prepared, then it would be <br />appropriate for them to direct staff to proceed with Requests for Proposals to perform an <br />Environmental Impact Report, <br />DRIJkd ITEM NO. 21 <br />
