C' <br />FROM: am a <br />Community D el o Pentirector <br />SUBJECT: Prioritization and Funding of Public Service Activities from <br />the Community Development Block Grant (CDBG) Program <br />for Fiscal Year 1997-98 <br />DATE: <br />March 25, 1997 <br />BACKGROUND: <br />On March 4, 1997, the City Council approved 14 projects for Community <br />Development Block Grant (CDBG) funding for Fiscal Year 1997-98. In <br />preparation of submitting the projects to the County for approval by the Board of <br />Supervisors, staff found that the total amount of funds for public service activities <br />exceeded the City's 15% funding limit. Nine public service projects were <br />approved, totaling $80,630. When the projects were submitted to the County, <br />they indicated that some flexibility may exist for approval. Staff has <br />subsequently received notice from the County disallowing the over commitment <br />of public service funding, and they have requested the City to submit a revised <br />list of public service projects, not to exceed $55,200. <br />DISCUSSION/ANALYSIS <br />The nine public service projects approved by the Council are listed on <br />Attachment "X" Column #1 indicates the amount of funds allocated by the <br />Council on March 4. Staff recommends funding for the projects, as listed under <br />Column #2. This recommendation is based on the following analysis of the <br />projects: <br />1. Project #23001: The applicant has received CDBG funding in the past two <br />years. In Fiscal Year 1995-96, the Council awarded $10,000; and in fiscal <br />Year 1996-97 the applicant was awarded $5,000. It is a viable project that <br />provides minor home repair assistance to senior citizen homeowners.
