CLARKE, UTILITY DIRECTOR--�r � <br />SUBJECT: APPROVALOFWATER CONSERVATION PLAN AND NEW <br />WASTEWATER RATE SCHEDULE FOR IMPLEMENTATION OF <br />A COMMERCIAUINDUSTRIAL RATE BASED ON STRENGTH OF <br />DISCHARGE, AS REQUIRED BY THE STATE WATER RESOURCES <br />CONTROL BOARD FOR STATE REVOLVING FUND LOAN <br />APPROVAL. <br />DATE: MARCH '25, 1997 <br />BACKGROUND: <br />On April 7, 1995, the Regional Water Quality Control Board (RWQCB) adopted Cease <br />and Desist Order No. 95-36 (CDO 95-36) requiring the City to stop issuing connections <br />to the sewer system, to prepare a report of deficiencies at the Wastewater Treatment <br />Plant (Title 22 Report) and to develop plans and schedules for making repairs and <br />improvements identified in the Title 22 Report. On August 15, 1995, the City completed <br />the Title 22 Report and submitted it to the RWQCB. On August 18, 1995, the City <br />Council adoptedPlans and Schedules for Compliance with CDO No. 95-36. The State <br />Board of Water Resources requirements for submission of a loan application include <br />adoption of a Water Conservation Plan, and a new Wastewater Rate Schedule for <br />Implementation of a Commercial/Industrial Rate Based on Strength of Discharge. <br />DISCUSSION/ANALYSIS: <br />The City's Urban Water Management Plans (adopted in 1985 and 1990) include water <br />conservation measures. A new Urban Water Management Plan is being prepared by <br />Krieger and Stewart, and should be completed by June, 1997. However, the State <br />Water Resources Control Board nolonger accepts Urban Water Management Plans in <br />place of a Water Conservation Plan. The attached Water Conservation Plan has been <br />extracted from the draft 1997 Urban Water Management Plan. The Water <br />Conservation Plan will require certain City Ordinances to be amended in order to <br />comply with the new State water conservation requirements. The Ordinances to be <br />amended will be brought to the Council for approval at the time the 1997 Urban Water <br />Management Plan will be adopted. The Ordinance amendments will not adversely <br />effect the citizens of Colton during normal water availability. There are strict <br />conservation requirements for extreme drought conditions. The Council will be <br />responsible for enacting the conservation requirements when it deems necessary., <br />Item No. 29 <br />
