CLARKE, UTILITY DIRECTOR�*A--�' <br />SUBJECT: APPROVAL OF CITY ENGINEER COSTS FOR WATER, <br />WASTEWATER ARID NPDES STORMWATER <br />DATE: NOVEMBER 12, 1997 <br />BACKGROUND: <br />GTS Associates was approved by Council as the City Engineer. Prior to 1993, the cost <br />for all of the services provided by the City Engineer was paid from the Public Works' <br />Professional Services account, which was funded by the GeneralFund. In order to cut <br />costs in the General Fund, the City Manager approved separate purchase orders for <br />the Enterprise and RDA Funds for services provided to those funds by the City <br />Engineer. <br />DISCUSSION/ANALYSIS: <br />The services provided by the City Engineer to Water and Wastewater are directly <br />related to the development occurring within the City, and to the capital improvement <br />projects. The City Engineer is required to sign all Water and Wastewater plans, <br />whether they are for private development or capital improvements. The City Engineer <br />does not provide Water and Wastewater with consulting engineering services to <br />develop and design capital improvement plans and specifications,: These services are <br />provided through request for proposals. Recently, the NPDES Stormwater Program <br />required some review/analysis by the City Engineer on the San Timoteo Assessments, <br />and it is not anticipated that this type of service will significantly increase cost in <br />Stormwater over the next year. <br />Last fiscal year, Water and Wastewater incurred nearly $10,000 in each Fund for a <br />total of $20,000 in City Engineer costs. However, this fiscal year, staff is required to <br />obtain Council's approval for services provided by the City Engineer to Water, <br />Wastewater and NPDES Stormwater which exceed the $15,000 combined total <br />amount. With the steady increase in development, it is anticipated that this fiscal year, <br />the City Engineer costs for Water and Wastewater will be $40,000, and NPDES <br />Stormwater should not exceed $2,000. <br />
