CLARKE, UTILITY DIRECTO SUBJECT: REPORT ON WATER PRESSURE SITUATION IN RECHE CANYON DATE: FEBRUARY 10, 1997 BACKGROUND The City Engineer and staff conducted a pressure study of the Reche Canyon Water Zone Il in early 1994. On April 4, 1994, they provided the Director of Public Works, the Water Utilities Manager, and certain Council members an analysis of their findings. Wild Canyon was built in 1987 to accommodate the various elevations throughout the Reche Canyon 11 Zone with fire protection and water storage. Because of the elevation of the reservoir (1509' above sea level), pressures increased in the system and the City did provide some existing homes with pressure regulators. All homes built after construction of the reservoir were required to have pressure regulators installed by the contractor that was building the homes, per the Uniform Plumbing Code. As stated in the 1991 master plan and in the analysis conducted in 1994, the water pressure is consistent throughout the water system in the Reche Canyon 11 Zone. As you review the alternatives we listed, please refer to Customer Service Policy Water Rule No. 11, Item 3, (Resolution #3805 is attached), which explains the Water Utility's responsibilities regarding a customer's service connection. DISCUSSION/ANALYSIS -ALTERNATIVES Three alternatives are offered as follows: Alternative No.1 Allow residents that are having problems with their pressure regulators to purchase from a City vendor, a superior quality regulator at the City's cost ($37.00 to $60.00). The residents would be responsible for the installation of the pressure regulator on their property, that is, on the customer side of the water meter box. Page 1 of 2 Item No. 1
